UK Judiciary<br />
The unit filed a number of cases be<strong>for</strong>e the UK judiciary to prosecute Israeli war<br />
criminals:<br />
• The case regarding the deaths of members of the Matar family in an IOF air strike<br />
on al-Daraj neighborhood in Gaza City.<br />
• The case regarding the death of Mahmoud Abdul Rahman al-Madhoun and two<br />
other children in Beit Lahia.<br />
• The case regarding the death of Nuha al-Maqadma and the injury of her family, as<br />
a result of the demolition of a neighboring house.<br />
• The case regarding the torture of Khaled al-Shami in an Israeli jail.<br />
• The case regarding the destruction of an apartment building in Nablus.<br />
Means of Verification<br />
o On 10 September 2005, Chief London Magistrate Timothy Workman issued a<br />
warrant to arrest Major General Doron Almog (retired) on suspicion of<br />
committing a grave breach of the Fourth Geneva Convention. The alleged offence<br />
was committed as part of Israel’s belligerent occupation of the OPT.<br />
o This issue has a particular <strong>Palestinian</strong>, Israeli and international legal interest.<br />
o Raising this issue may deter many individuals from committing war crimes, as it<br />
may result in prosecution be<strong>for</strong>e the international judiciary.<br />
6.2) Assisting <strong>Palestinian</strong>s Requiring Medical Treatment<br />
The unit helped secure access to appropriate medical treatment <strong>for</strong> a number of<br />
<strong>Palestinian</strong>s who were unable to pay <strong>for</strong> treatment that is only available outside the<br />
Gaza Strip. In 2005, the unit, in cooperation with Physicians <strong>for</strong> <strong>Human</strong> <strong>Rights</strong> in<br />
Israel, provided this service to 31 <strong>Palestinian</strong> patients. The clients received<br />
appropriate medical treatment in medical facilities inside Israel.<br />
Means of Verification<br />
o 31 patients received the appropriate and necessary medical treatment <strong>for</strong> their<br />
particular medical conditions.<br />
o Positive reaction from these clients and their families.<br />
6.3) Meetings<br />
In 2005, the unit held a number of meetings with various organizations and people:<br />
1. A meeting with the ICRC focusing on occupation and its definition.<br />
2. A meeting with the <strong>Human</strong> <strong>Rights</strong> Committee at the Palestine Bar Association.<br />
3. A meeting with Lawyers without Borders – Belgium – to discuss issues of<br />
particular interest <strong>for</strong> lawyers.<br />
4. A meeting with students from UNRWA preparatory schools to provide them with<br />
in<strong>for</strong>mation on PCHR and its goals and activities.<br />
5. A meeting with the Head of the Higher Judiciary Council and a number of judges<br />
of the High Court of Justice to discuss some legal problems.<br />
