1.2) Periodic <strong>Report</strong>s<br />
In light of the political and field developments in the OPT, following the declared<br />
truce between the <strong>Palestinian</strong> and Israeli sides, and following discussion at PCHR's<br />
Program Committee on 20 March 2005, some changes to the unit's priorities and<br />
activities took place in the first half of the year. In this context, the writing of<br />
periodic reports on extra-judicial executions and attacks on journalists was postponed<br />
in order to facilitate work on the issue of <strong>Palestinian</strong> elections.<br />
1.3) <strong>Report</strong> on Violations of the <strong>Rights</strong> to Freedom of Expression and Peaceful<br />
Assembly<br />
This is a series of reports that highlight violations of the rights to freedom of<br />
expression and peaceful assembly under the PNA.<br />
Means of Verification<br />
o In October 2004, the unit published the fifth report of this series, which covers the<br />
period from 1 September 2004 to 30 September 2005.<br />
o PCHR has carried out comprehensive documentation of these violations.<br />
o The local media covered the publication of this the report.<br />
o The publication of this report serves to enhance the struggle against violations of<br />
the rights to freedom of expression and peaceful assembly.<br />
1.4) Press Releases on Violations of Civil and Political <strong>Rights</strong> According to<br />
Developments on the Ground<br />
The unit wrote many of the press releases issued by PCHR on issues relating to<br />
violations of civil and political rights. Some of these press releases focused on the<br />
deterioration of internal security, the misuse of weapons and the kidnappings of both<br />
internationals and <strong>Palestinian</strong>s in the Gaza Strip. Other press releases focused on<br />
other important issues, such as elections, violations of the right to freedom of<br />
expression and the death penalty.<br />
Means of Verification<br />
o The unit wrote 45 press releases.<br />
o These press releases were reported by the local media.<br />
o PCHR has an up to date and comprehensive database of violations included in the<br />
unit's reports.<br />
o These press releases contributed to ending certain violations, including the<br />
postponement of the implementation of death sentences, and the decision taken by<br />
the President of the PNA to retrial those, who had previously been convicted by<br />
state security courts, be<strong>for</strong>e civil courts.<br />
