Activities as Set out in 2005 <strong>Annual</strong> Plan<br />

1) Provision of training courses on human rights, democracy, the rule of law and the<br />

independence of the judiciary.<br />

2) Training PCHR staff members on human rights and democracy.<br />

3) Maintaining contacts with trainees and establishing an alumni organization.<br />

4) Maintaining relations with civil society organizations through training activities.<br />

1) Provision of Training Courses on <strong>Human</strong> <strong>Rights</strong>, Democracy, the Rule of<br />

Law and the Independence of the Judiciary<br />

This activity includes a number of sub-activities that target different groups. The unit<br />

made slight changes to these sub-activities to meet the new political, security and field<br />

developments in 2005.<br />

In 2005, the unit organized 27 training courses instead of 18 as set out in the plan <strong>for</strong><br />

this activity. The number of participants in these courses was 758, 49% of whom<br />

were women.<br />

The unit adopted a number of means to evaluate the effectiveness of training courses:<br />

• Holding meetings with participants at the beginning of each course in order to<br />

identify their expectations and meetings at the end of each course in order to<br />

measure to what extent these expectations are realized and to allow participants to<br />

make suggestions.<br />

• Preparing a questionnaire <strong>for</strong> each lecture at training courses.<br />

• Notes of the unit head on the behavior of participants during each course which<br />

last <strong>for</strong> 5-7 days.<br />

• The participants' initiatives at the end of a training course.<br />

Effects of training were similar <strong>for</strong> the first three means of verification, but differed in<br />

the fourth means of verification. Similar effects are shown together in the table<br />

below, while the fourth indicator will be detailed separately <strong>for</strong> each sub-activity.<br />

The participants identified the following<br />

expectations at the beginning of the course:<br />

• Acquiring new in<strong>for</strong>mation on human<br />

rights and international humanitarian law.<br />

• Acquiring knowledge about the role of<br />

religions, particularly Islam, in the<br />

modern human rights system.<br />

• Acquiring in<strong>for</strong>mation on human rights<br />

teaching methods at schools.<br />

• Making new contacts.<br />

• Comparing the status of <strong>Palestinian</strong><br />

women with CEDAW.<br />

• Acquiring in<strong>for</strong>mation on the role of<br />
