1.2.5) Collating Other Documentation Related to <strong>Human</strong> <strong>Rights</strong> Violations<br />

Documents, including medical reports, ownership documents, personal photographs<br />

and maps, are also necessary evidence <strong>for</strong> the legal and historical recording of<br />

incidents.<br />

Means of Verification<br />

o Field workers collated documents, including statements by political factions,<br />

medical reports, recordings and personal identification details.<br />

o These documents were transferred to other PCHR’s unit.<br />

1.2.6) Writing reports on <strong>Human</strong> <strong>Rights</strong> Violations<br />

Field workers write detailed reports on human rights violations, in which<br />

eyewitnesses’ testimonies and the field workers’ notes are included, to give a<br />

comprehensive description of violations.<br />

Means of Verification<br />

o Field workers wrote at least 1,000 reports on human rights violations.<br />

1.2.7) Creating Files of Specific Violations Perpetrated by the <strong>Palestinian</strong><br />

National Authority <strong>for</strong> Transfer to Other PCHR Units<br />

The unit creates files on human rights violations that are classified according to the<br />

type of violation, such as sentences issued by civil and military courts, arbitrary<br />

arrests, misuse of weapons, medical negligence, honor killings. Files were also<br />

created on the unit's experience in monitoring the presidential election and the local<br />

council elections in some communities in the West Bank and the Gaza Strip.<br />

o Files are included in research and publications by other human rights<br />

organizations.<br />

1.2.8) Monitoring the Presidential Election<br />

The unit head and field workers were accredited as members of PCHR’s observation<br />

team to monitor the <strong>Palestinian</strong> presidential election, which were held on 9 January<br />

2005. Field workers also supervised PCHR observers, who monitored the second,<br />

third and fourth stages of the local council elections in the Gaza Strip.<br />

Means of Verification<br />

o Field workers supervised PCHR observers who monitored the elections.<br />

o Field workers wrote important notes, when completing the <strong>for</strong>ms designed <strong>for</strong> the<br />

purpose of monitoring the registration of voters.<br />
