with many of PCHR's demands, including proportional representation and the<br />
allocation of a quota <strong>for</strong> women.<br />
o Approving Law No. 10 of 2005 <strong>for</strong> Elections of Local Bodies Councils, which<br />
con<strong>for</strong>med with many of PCHR's demands, including proportional representation<br />
and the allocation of a quota <strong>for</strong> women.<br />

<strong>Report</strong> on activities.<br />
A large portion of the unit's activities in 2005 was devoted to elections. The unit<br />
monitored the presidential election, which was held in January 2005, in cooperation<br />
with dozens of NGOs. The unit also monitored the various stages of local council<br />
elections in the Gaza Strip, which were held in 2005. By the end of the year, the unit<br />
had almost completed preparations to monitor the legislative council elections, which<br />
were to be held on 25 January 2006, in a monitoring campaign led by PCHR and<br />
including dozens of other NGOs.<br />
5.1) Monitoring of the Presidential Election<br />
PCHR, through the Democratic Development Unit, led a campaign to monitor the<br />
presidential election, which was held on 9 January 2005, in cooperation with a<br />
number of NGOs, including al-Dameer - Prisoners' Support and <strong>Human</strong> <strong>Rights</strong><br />
Association and the Women's Affairs <strong>Center</strong>. Preparations to monitor the presidential<br />
election began be<strong>for</strong>e the end of 2004. The <strong>Annual</strong> <strong>Report</strong> of 2004 details related<br />
activities until 31 December 2004. Activities conducted by the unit in 2005 included:<br />
• The unit provided observers in cooperation with 26 other NGOs.<br />
• The unit monitored the electoral campaign, which ended on 7 January 2005.<br />
• The unit issued a report on 9 January 2005, outlining conclusions regarding the<br />
monitoring of the electoral campaign.<br />
• The unit monitored the polling and counting of votes on 9 January 2005, through<br />
287 observers.<br />
• The unit intervened with the Central Elections Commission with regard to<br />
violations by speaking out against violations and writing letters outlining violations<br />
to relevant bodies.<br />
• The unit issued a preliminary evaluation on the polling and counting of votes on 10<br />
January 2005.<br />
• The unit held three meetings in order to acknowledge the ef<strong>for</strong>ts of the observers<br />
and to award them with certificates.<br />
• The unit issued a final report evaluating the polling and counting of votes on 7<br />
February 2005.<br />
• The unit cooperated and met with international observers.<br />
Means of Verification<br />
