Recommendations to the PNA<br />
1. PCHR calls <strong>for</strong> taking effective measures to enhance the rule of law, end the state<br />
of security chaos and investigate relevant crimes, including the kidnappings of<br />
internationals, and bring their perpetrators to justice.<br />
2. PCHR calls <strong>for</strong> holding elections <strong>for</strong> the remaining local councils as soon as<br />
possible, and concluding a <strong>for</strong>mula acceptable to all concerned political factions to<br />
repeat elections of the local councils of Rafah, al-Boreij and Beit Lahia. PCHR<br />
suggests repeating the whole elections in these communities in accordance with<br />
the new law, according to which the third and fourth stages of local elections were<br />
held.<br />
3. PCHR calls upon the PNA to adhere to international human rights standards and<br />
make sure that all measures it takes con<strong>for</strong>m to international human rights<br />
standards and respect basic rights of citizens.<br />
4. PCHR calls <strong>for</strong> a presidential decree to be issued to actually abolish State Security<br />
Courts, as the decision taken by the <strong>Palestinian</strong> Minister of Justice abolishing<br />
these courts has not been sufficient.<br />
5. PCHR calls <strong>for</strong> abstaining from implementing death sentences and abolishing the<br />
death penalty in the <strong>Palestinian</strong> legislation.<br />
6. PCHR calls <strong>for</strong> ensuring the independence of the judiciary, including through the<br />
en<strong>for</strong>cement of court rulings.<br />
7. PCHR calls <strong>for</strong> judicial monitoring of prisons and detention facilities to ensure an<br />
end to illegal arrests.<br />
8. PCHR calls <strong>for</strong> ensuring the right to freedom of expression, reconsidering related<br />
laws, including the Press Law of 1995, and enacting a law to organize the work of<br />
private televisions and radios.<br />
