On 26 June, the unit director testified be<strong>for</strong>e the UN Special Committee to Investigate<br />

Israeli Practices, which held a session in Cairo.<br />

Urging it to Assume its Full Responsibilities<br />

2.1) <strong>Report</strong> on the evaluation of the <strong>Palestinian</strong> Legislative Council’s (PLC)<br />

per<strong>for</strong>mance (the 8 th report).<br />

2.2) <strong>Report</strong> on other activities (interviews, public meetings and attending PLC's<br />

sessions).<br />

Per<strong>for</strong>mance (the 8 th <strong>Report</strong>)<br />

This series of reports is the outcome of PCHR's activities in monitoring the PLC's<br />

per<strong>for</strong>mance over each of its terms. These reports focus on failures in the PLC's<br />

per<strong>for</strong>mance, especially in light of the executive's control over it. They also provide<br />

some recommendations, which seek to promote the status and role of the legislature in<br />

the <strong>Palestinian</strong> political system. PCHR is the only <strong>Palestinian</strong> organization that<br />

publishes such reports.<br />

2.2) <strong>Report</strong> on Other Activities<br />

• The unit staff members attend all PLC sessions in Gaza City and write reports on<br />

these. The PLC sessions are often held in Ramallah and due to the total closure<br />

imposed by IOF on the Gaza Strip, PLC members from the Gaza Strip participate<br />

in these sessions through videoconference.<br />

• The unit staff members regularly visit offices of the PLC in Gaza City in order to<br />

follow up on developments relating to legislation.<br />

• The unit staff members call and meet with PLC members to inquire about<br />

developments relating to legislation.<br />

• The unit has copies of all PLC publications.<br />

Means of Verification<br />

o The 8 th report of this series was published in December 2005, covering the PLC's<br />

8 th term (March 2004 – March 2005). 47<br />

o The report was reported by the media.<br />

o The report was widely circulated, including to PLC members.<br />

o The unit staff members made more than 50 phone calls and meetings with PLC<br />

members.<br />

o The unit staff members conducted at least 40 visits to the PLC.<br />

o The unit has extensive in<strong>for</strong>mation about the PLC's per<strong>for</strong>mance, including reports<br />

on its sessions<br />
