<strong>Chapter</strong> 3 Comments and Coordination<br />
The communities located along the project segment have developed general, community,<br />
and local coastal plans that contain goals, policies, and implementation measures.<br />
Because <strong>of</strong> the high level <strong>of</strong> public scrutiny that development policies and projects<br />
receive within the study area, the policies contained in the general, community, and local<br />
coastal plans for the study area reflect residents’ values and their expectations regarding<br />
the level <strong>of</strong> protection local governments will provide for their visual environment.<br />
Existing Viewer Groups, Viewer Exposure, and Viewer Awareness<br />
Drivers along U.S. 101 within the project segment would be able to view the coastal<br />
setting on both sides <strong>of</strong> the highway through lateral vision. However, due to the high<br />
speed at which cars travel on the highway, the drivers’ focus is usually along the line <strong>of</strong><br />
travel rather than the peripheral views. Since cars may be traveling at high speeds on<br />
U.S. 101, drivers and passengers along the highway would have moderate exposure and<br />
awareness <strong>of</strong> the project segment. Drivers’ concerns about the project impacts on their<br />
views would be moderate in the U.S. 101 Northern Portion Landscape Unit and moderate<br />
to moderately high in the U.S. 101 Southern Portion Landscape Unit because <strong>of</strong><br />
differences in visual character and quality.<br />
Cyclists along U.S. 101 within the project segment would also be able to view the coastal<br />
setting on both sides <strong>of</strong> the highway through lateral vision. Cyclists would have<br />
moderate to moderately high exposure and awareness <strong>of</strong> the project segment and<br />
moderate to moderately high concerns for the impacts on their views resulting from the<br />
project.<br />
Community Residents<br />
Carpinteria<br />
A portion <strong>of</strong> the City <strong>of</strong> Carpinteria is located within the project segment. The residential<br />
developments are located next to the NB side <strong>of</strong> the highway at a higher elevation than<br />
the SB side <strong>of</strong> the highway. The residents have background views <strong>of</strong> the Santa Ynez<br />
Mountains to the north; middleground views <strong>of</strong> the highway; vegetation along the<br />
roadway, hills, and other residential development; and foreground partial views <strong>of</strong> the<br />
Pacific Ocean. The surrounding views <strong>of</strong> the communities within Carpinteria are much<br />
more diversified. Residents <strong>of</strong> Carpinteria would also value the existing visual resources.<br />
The residents <strong>of</strong> Carpinteria would have high exposure and awareness <strong>of</strong> the project<br />
viewsheds, as well as high concern for impacts on their views resulting from the project.<br />
The city has limited views <strong>of</strong> U.S. 101.<br />
