<strong>Chapter</strong> 3 Comments and Coordination<br />

B land uses within the project limits under consideration include residential properties. It<br />

was predicted that the future carpool lane project along U.S. 101 would impact many <strong>of</strong><br />

the residential areas adjacent to the freeway within the project limits. Proposed soundwall<br />

locations are shown in Appendix F.<br />

Residential Areas<br />

All impacted residential areas have been considered for noise abatement. They are<br />

represented by Sites #A1 thru #A5 in Mussel Shoals, Sites #B thru #B4 in La Conchita,<br />

and Sites #D, D1, D2, D5, and D6 in the City <strong>of</strong> Carpinteria.<br />

Hotels/Motels<br />

The Cliffhouse Inn located in Mussel Shoals is represented by field reading Site #A1.<br />

Parks<br />

There is one park/recreational area located at Bailard Avenue within the project limits.<br />

No traffic noise impacts at the future predicted noise level <strong>of</strong> 66 dBA-Leq (h) or above<br />

has been predicted at this park. Based on predicted noise levels, freeway traffic noise<br />

impact has not been predicted to occur at the park located on the southwest corner <strong>of</strong> U.S.<br />

101 and Bailard Avenue.<br />

Commercial Developments<br />

There are no commercial developments with exterior frequent human use.<br />

Undeveloped Lands<br />

There are two undeveloped land parcels that will be developed in the future. At 6380 Via<br />

Real, 37 single-family units have been proposed for construction. At the “Bluffs 3”, King<br />

Resorts with 213 hotel rooms has been proposed for construction.<br />

The residential areas <strong>of</strong> Mussel Shoals, La Conchita, and the City <strong>of</strong> Carpinteria qualified<br />

for noise abatement consideration as part <strong>of</strong> a Type I project. Therefore, various heights<br />

<strong>of</strong> acoustically feasible soundwalls have been provided as noise abatement measure for<br />

both BUILD alternatives. Proposed soundwalls SW 101 and SW 102 in Mussel Shoals<br />

benefit approximately 43 residences; SW 103 and SW 104 in La Conchita benefit 44<br />

residences. In the City <strong>of</strong> Carpinteria, proposed soundwalls SW 105, SW 106, SW 107,<br />

SW 108 provide noise reduction to 31 and 18 residences.<br />

Proposed Acoustically Feasible Soundwalls For BUILD Alternatives:<br />

In the community <strong>of</strong> Mussel Shoals, a minimum <strong>of</strong> two 10-foot tall soundwalls were<br />

determined to provide at least a 5 dBA noise reduction for the areas represented by sites<br />

A-1 through A-5 (43 residences in Mussel Shoals) (see Table 2.2-10 and Appendix F).<br />
