This project would involve the demolition <strong>of</strong><br />

all existing structures on the property and the<br />

addition <strong>of</strong> 397,925 square feet <strong>of</strong> structural<br />

development, excluding paved areas.<br />

Reconstruction would include a new<br />

restaurant, ballroom, spa, lobby,<br />

guestrooms, retail buildings, and a new<br />

beach and tennis club.<br />

This project proposes to replace the<br />

drainage culvert at the Punta Gorda undercrossing/Rincon<br />

Point. This is a SHOPP<br />

project in the project initiation phase.<br />

This locally funded project proposes to<br />

modify freeway <strong>of</strong>f-ramps.<br />

This approved project proposes to construct<br />

a pedestrian under-crossing in the<br />

community <strong>of</strong> La Conchita for beach access.<br />

This would be constructed concurrent to the<br />

proposed project.<br />

Environmental Consequences<br />

The following section identifies direct and indirect impacts associated with the proposed<br />

project that could contribute to a cumulative impact on the identified resources. Both<br />

BUILD alternatives impacts are similar in nature, so the discussion does not differentiate<br />

between the two proposed project alternatives.<br />

Aesthetics/Visual Resources<br />

Temporary visual impacts would result from construction activities, such as vegetation<br />

removal, equipment storage, and other changes to the existing setting. This, in<br />

conjunction with other construction projects along the U.S. 101 corridor, would disrupt<br />

the unity <strong>of</strong> the natural scenery during the construction period. However, following<br />

construction the highway corridor would remain substantially the same in appearance,<br />

and the design does not include any features that would reduce or block views to the<br />

ocean or surrounding hills. With implementation <strong>of</strong> the proposed mitigation measures<br />

identified in the visual impacts section <strong>of</strong> the document, visual impacts would be reduced<br />

to the extent feasible, and the project contribution to cumulative visual impacts would be<br />

considered less than cumulatively considerable.<br />

Air Quality<br />

Project construction would result in a temporary increase <strong>of</strong> pollutant emissions<br />

associated with construction equipment and dust; however, construction-related<br />
