Impact Avoidance or Minimization Measure<br />
Mitigation Measure<br />
traveling across unpaved areas must be no more<br />
than fifteen (15) miles per hour unless the road<br />
surface and surrounding area is sufficiently<br />
stabilized to prevent vehicles and equipment<br />
traveling more than 15 miles per hour from<br />
emitting dust that is visible crossing the project<br />
boundaries;<br />
Storage piles and disturbed areas not subject to<br />
vehicular traffic must be stabilized by being kept<br />
adequately wetted, treated with a chemical dust<br />
suppressant, or covered with material that<br />
contains less than 0.25 percent asbestos; and<br />
Activities must be conducted so that no track-out<br />
from any road construction project is visible on<br />
any paved roadway open to the public.<br />
Equipment and operations must not cause the<br />
emission <strong>of</strong> any dust that is visible crossing the<br />
project boundaries.<br />
Noise and Vibration If during final design, conditions have<br />
substantially changed, noise abatement may not<br />
be necessary. The final decision <strong>of</strong> the noise<br />
abatement would be made upon completion <strong>of</strong> the<br />
project design and the public involvement<br />
processes. The decision on noise abatement<br />
measures is made by the Department,<br />
considering the results <strong>of</strong> the reasonableness<br />
determination and information collected during the<br />
public input process. The opinions <strong>of</strong> the affected<br />
property owners are considered in reaching a final<br />
decision on the noise abatement measures to be<br />
provided. Noise abatement within the <strong>State</strong> right<strong>of</strong>-way<br />
will not be provided if more than 50% <strong>of</strong><br />
the affected property owners do not want it.<br />
Construction noise impacts are regulated by<br />
Departmentstandard specifications, Section 7-<br />
1.01l, Sound control Requirements. These<br />
requirements state that noise levels generated<br />
during construction shall comply with applicable<br />
local, state, and federal rules, regulations and<br />
ordinances. In addition, the Standard<br />
Specifications require that all contractors<br />
equipment operating on the job site be equipped<br />
with mufflers that are recommended by the<br />
manufacturer <strong>of</strong> the vehicle.<br />
