While median closures impact the ability to make U-turns at Tank Farm, as allowed<br />
under existing conditions, it is not possible to quantify "reroute delay" due to the nature<br />
<strong>of</strong> movement. Vehicles making U-turns at this location may do so for a number <strong>of</strong><br />
reasons, and assumptions regarding the intent, origin, or destination would be<br />
speculative. Therefore, no reroute delay is reported for drivers impacted by the median<br />
closure at Tank Farms. Additionally, 2015 NO BUILD intersection peak hour volumes<br />
in Appendix B illustrates that the number <strong>of</strong> vehicles projected for this maneuver in 2015<br />
is relatively small, and the impact to these trips is negligible compared to the overall<br />
benefit <strong>of</strong> the project.<br />

Table 2.1-18 summarizes the additional travel time experienced by drivers who reroute<br />
because <strong>of</strong> median closures compared to the delay they would incur under 2035 No Build<br />
conditions. Because <strong>of</strong> the heavy peak direction flows on U.S. 101, the ability to turn left<br />
out <strong>of</strong> La Conchita and Mussel Shoals depends on the time <strong>of</strong> day. Under No build<br />
conditions, a left-turning driver at Mussel Shoals attempting to go northbound on U.S.<br />
101 is expected to experience much higher delay during the PM peak compared to the<br />
