<strong>Chapter</strong> 3 Comments and Coordination<br />

This chapter summarizes the results <strong>of</strong> the Department’s efforts to fully identify, address,<br />

and resolve project-related issues through early and continuing coordination. Early and<br />

continuing coordination with the general public and appropriate public agencies is an<br />

essential part <strong>of</strong> the environmental process to determine the scope <strong>of</strong> environmental<br />

documentation, the level <strong>of</strong> analysis, potential impacts and mitigation measures, and<br />

related environmental requirements. Agency consultation and public participation for this<br />

project have been accomplished through a variety <strong>of</strong> formal and informal methods,<br />

including project development team meetings, interagency coordination meetings,<br />

scoping meetings, community outreach and focused meetings. This chapter summarizes<br />

the results <strong>of</strong> the Department’s efforts to fully identify, address and resolve projectrelated<br />

issues through early and continuing coordination.<br />

Scoping<br />

A Notice <strong>of</strong> Scoping/Initiation <strong>of</strong> Studies letter was sent to elected <strong>of</strong>ficials, state, federal<br />

and local agencies, and to the public on August 13, 2007. The notice briefly described<br />

the project, solicited written comments or suggestions, and extended an invitation to a<br />

scoping meeting on August 28, 2007 at the Carpinteria Council Chambers.<br />

The purpose <strong>of</strong> this meeting was to introduce the project, explain the environmental<br />

process and to solicit input. A scoping summary report was completed in October 2007<br />

outlining issues and comments received as a result <strong>of</strong> the scoping process. Concerns<br />

regarding traffic management during construction, emergency access at proposed median<br />

closures and safety for bicyclists, pedestrians, and motorists were raised. Also, a<br />

representative from La Conchita indicated they did not want soundwalls blocking their<br />

view <strong>of</strong> the ocean, and they support the construction <strong>of</strong> the PUC. In addition, a<br />

representative from the CHP attended the meeting and voiced his support <strong>of</strong> the project.<br />

Scoping was conducted from August 13, 2007 through September 13, 2007. Public<br />

Scoping meeting notification ads were placed in the following newspapers on the<br />

following dates:<br />

• Ventura County Star, August 13 and 14, 2007<br />

• Santa Barbara News Press, August 13 and 22, 2007<br />

• VIDA (in Spanish), August 16, 2007<br />

• Coastal View News, August 23, 2007<br />
