average. Similarly, the total Hispanic population within these communities is much lower<br />

than the Ventura County average.<br />

The proportion <strong>of</strong> the population below the poverty line within the overall study area is<br />

lower than the Santa Barbara County average and is consistent with the Ventura County<br />

average. However, Hispanic populations within the southern area <strong>of</strong> Carpinteria as a<br />

proportion <strong>of</strong> the total population are proportionally higher than the City <strong>of</strong> Carpinteria<br />

average but substantially higher than the Santa Barbara County average. The total<br />

minority population within the southern area <strong>of</strong> Carpinteria is also markedly higher than<br />

the Santa Barbara County average.<br />

Environmental Consequences<br />

NO BUILD Alternative<br />

Under the NO BUILD Alternative, existing conditions would remain and no<br />

environmental justice impacts would occur. However, existing congestion along U.S.<br />

101 would not be alleviated, projected growth in the area would not be accommodated,<br />

and safety would not be improved along the roadway with implementation <strong>of</strong> the NO<br />

BUILD Alternative.<br />

BUILD Alternatives<br />

Based on the above analysis, the southern area <strong>of</strong> Carpinteria is considered to be a<br />

minority Hispanic population. No other minority populations and no low-income<br />

populations are considered to occur within the study area. Potential aesthetic, air quality,<br />

noise, and community character impacts to the southern area <strong>of</strong> Carpinteria have been<br />

identified.<br />

Air quality and noise impacts associated with construction <strong>of</strong> the soundwalls would affect<br />

the southern area <strong>of</strong> Carpinteria. However, air quality and noise impacts associated with<br />

construction <strong>of</strong> soundwalls at Mussel Shoals would also occur, so no disproportionately<br />

high and adverse air quality and noise impacts would occur to the southern area <strong>of</strong><br />

Carpinteria. The affect on air quality is discussed in the air quality section 2.2.6.<br />
