<strong>Chapter</strong> 3 Comments and Coordination<br />

With the project improvements, year 2035 traffic conditions on U.S. 101 are projected to<br />

improve from LOS F to LOS D in the northbound direction during the AM peak hour<br />

from Seacliff exit to the Bailard Avenue Interchange. Southbound, traffic operations<br />

would improve from E and F to LOS D from Bailard Avenue to Seacliff exit during the<br />

PM peak hour.<br />

Intersection/Ramp Operation<br />

The study area experiences seasonal traffic fluctuations. Daily traffic volumes are<br />

generally higher during the summer months as compared to traffic volumes during the<br />

winter months. Traffic Flow charts are contained in Appendix B.<br />

NO BUILD Conditions Year 2015<br />

The following four study intersections are anticipated to operate at LOS D or<br />

worse during the AM and/or PM peak hour under 2015 NO BUILD conditions:<br />

• Mussel Shoals Access/U.S. 101 – The eastbound approach is projected to operate at<br />

LOS D during the AM peak hour and LOS F during the PM peak hour.<br />

• Santa Barbara Avenue/U.S. 101 – The westbound approach is projected to operate at<br />

LOS F during the AM peak hour and LOS D during the PM peak hour.<br />

• Tank Farm Access/U.S. 101 – The westbound approach is projected to operate at LOS<br />

F during the AM peak hour.<br />

• SR-150/U.S. 101 Southbound Ramps – The southbound (<strong>of</strong>f-ramp) approach is<br />

projected to operate at LOS F during the PM peak hour.<br />

BUILD Conditions Year 2015<br />

Under 2015 BUILD conditions, the following study intersection is anticipated to operate<br />

at similar LOS during the AM and/or PM peak hour relative to NO BUILD conditions:<br />

• SR-150/U.S. 101 Southbound Ramps – Essentially unaffected by Project<br />

improvements, the southbound (<strong>of</strong>f-ramp) approach is projected to operate at LOS F<br />

during the PM peak hour.<br />

The following three study intersections are anticipated to operate at an improved LOS<br />

during the AM and/or PM peak hour as a result <strong>of</strong> BUILD conditions: Table 2.1-14<br />

illustrates 2015 AM/PM peak hour intersection analysis.<br />

• Mussel Shoals Access/U.S. 101 – The eastbound approach is projected to improve<br />

from LOS D to LOS B during the AM peak hour. During the PM peak hour, the<br />

eastbound approach is projected to improve from LOS F to LOS D.<br />
