count conducted from 10:00 AM to 3:00 PM showed that a total <strong>of</strong> 102 pedestrians went<br />

through the culvert; no pedestrians were observed crossing U.S. 101 at the median<br />

opening. Construction <strong>of</strong> a pedestrian undercrossing at La Conchita, proposed as part <strong>of</strong><br />

the project alternative, would provide beach access for the community and serve the<br />

existing demand for such a facility. Design <strong>of</strong> the PUC would be ADA compliant.<br />

Parking<br />

No parking is allowed on the U.S. 101. However, there is emergency shoulder parking<br />

on the expressway near the community <strong>of</strong> La Conchita and 33 parking spaces in front <strong>of</strong><br />

the Cliff House Inn located in Mussel Shoals. There are a total <strong>of</strong> 11 emergency parking<br />

only signs (R 8-4) posted on the southbound direction and 7 signs on the northbound<br />

direction.<br />

Public Transportation<br />

As identified above, the Union Pacific Railroad and Amtrak Pacific Surfliner run<br />

generally parallel to U.S. 101 within the study area with a stop in Carpinteria. Other<br />

public transportation services <strong>of</strong>fered in the study area include local bus service from<br />

MTD Santa Barbara and long distance bus service from Greyhound. The City also<br />

operates a shuttle that connects the Santa Barbara’s Metropolitan Transit District (MTD)<br />

Line 20 and other points <strong>of</strong> interest within the City. Line 20 travels from the Transit<br />

Center on Chapala Street to Via Real at Mark Avenue, primarily along Carpinteria<br />

Avenue, and traveling on U.S. 101 for a portion. MTD Santa Barbara connects<br />

Carpinteria to the greater Santa Barbara County region via Routes 20 and 21x, with<br />

portions <strong>of</strong> Route 21x traveling along U.S. 101 (MTD, 2008b).<br />

The Ventura County Transportation Commission operates the Ventura Intercity Service<br />

Transit Authority (VISTA) Coastal Express which provides 13 round trips from<br />

Oxnard/Ventura to Santa Barbara/Goleta (VCTC 2008). The AMTRAK Pacific Surfliner<br />

service operates between San Luis Obispo and San Diego, with stops at Carpinteria and<br />

Ventura stations. The service has a regular schedule <strong>of</strong> 8 daily round trips (Amtrak,<br />

2008).<br />

Environmental Consequences<br />

Freeway Mainline Operation<br />

The following summarizes the results <strong>of</strong> the traffic analysis <strong>of</strong> mainline traffic operations.<br />

Each mainline segment and ramp junction on U.S. 101 was analyzed based on the<br />

volumes shown in Figures 2.1-6. Mainline traffic operations on U.S. 101 reflect local<br />

commuting patterns with reduced Level <strong>of</strong> Service (LOS) during the AM peak in the<br />

northbound direction; this pattern is mirrored in the PM peak with higher congestion<br />
