2012 Davis <strong>Integrated</strong> <strong>Waste</strong> <strong>Management</strong> <strong>Plan</strong><br />
in HHW collection programs (AB 2641), and AB 2597 has encouraged the collection <strong>of</strong> recyclable HHW.<br />
These three bills all took effect January 1, 1991.<br />
In February 2006, the California Department <strong>of</strong> Toxic Substance Control (DTSC) banned all Universal <strong>Waste</strong><br />
(or u-waste) from the trash. U-waste includes TV and computer monitors, fluorescent bulbs and tubes, batteries,<br />
and other mercury-containing devices. These items are illegal to throw in the trash.<br />

Existing Conditions<br />
<strong>10</strong>.1.1 Weekly Household Hazardous <strong>Waste</strong> Drop-Off Days at YCCL<br />
Prior to the permanent HHW facility at the YCCL, HHW events were occasionally <strong>of</strong>fered at DWR. During the<br />
fiscal year 1990-1991, six events were held at DWR. Two <strong>of</strong> the HHW drop-<strong>of</strong>f events were cosponsored by the<br />
<strong>City</strong> and County and were open to all Yolo County residents. Davis residents also had the option to participate<br />
in two additional events open to all County residents that were held in Woodland and West Sacramento.<br />
Yolo County opened a collection facility at the YCCL in 1993, where household hazardous waste (HHW) days<br />
were held bi-monthly from 9:00 a.m. – 2:00 p.m. Construction <strong>of</strong> the permanent HHW facility at the YCCL<br />
was completed in January 2007, and HHW events were <strong>of</strong>fered the first Friday and Saturday <strong>of</strong> every month (an<br />
increase from 6 events per year to 24 events per year). In October 20<strong>10</strong>, the County started <strong>of</strong>fering HHW<br />
drop-<strong>of</strong>f events every Friday and Saturday from 7:30 am to 3:30 pm.<br />
Funding for HHW programs events comes from the tipping fees collected at the landfill. A portion <strong>of</strong> the<br />
tipping fee is allocated to the HHW program through the Sanitation Enterprise Fund. Nearly all residential<br />
garbage generated in Yolo County and its four incorporated cities comes to the landfill, thus providing revenue<br />
for the HHW program.<br />
The HHW drop-<strong>of</strong>f events accept the following items for disposal:<br />

Batteries<br />
Brake/transmission fluid<br />
Fire extinguishers<br />
Floor & furniture cleaners<br />
Fluorescent bulbs/tubes<br />
Gasoline & flammables<br />
Household cleaners<br />
Mercury thermometers<br />
Paint, oil/latex<br />
Pesticides & herbicides<br />
Pharmaceuticals (non‐controlled)<br />
Poisons<br />
Pool chemicals<br />
Propane tanks<br />
Solvents<br />
Syringes (containerized)<br />
Used motor oil/filter<br />
DRAFT<br />
The Yolo County Central Landfill accepts the following HHW and U-<strong>Waste</strong> items daily for recycling:<br />
Household batteries<br />
Fluorescent bulbs or tubes ($2.00 convenience<br />
fee applies, regardless <strong>of</strong> whether a resident<br />
brings in one bulb or several)<br />
Printer cartridges<br />
Diesel oil<br />
Non‐chlorinated power steering fluid<br />
Differential clutch fluid<br />
Transmission fluid<br />
Hydraulic fluid<br />
