2012 Davis <strong>Integrated</strong> <strong>Waste</strong> <strong>Management</strong> <strong>Plan</strong><br />
The NRC develops goals and objectives for themselves and their individual subcommittees. The <strong>City</strong> <strong>Council</strong><br />
will weigh in on several <strong>of</strong> the NRC’s priority items between September and December 2012 and provide<br />
direction on them.<br />
The NRC Zero <strong>Waste</strong> Subcommittee identified five main projects to focus on for 2012:<br />
1. Single use carryout bags<br />
2. Commercial food composting<br />
3. Zero waste for <strong>City</strong> facilities<br />
4. Polystyrene for food and packaging<br />
5. Green waste containerization<br />
The Recycling Program is guided by several <strong>of</strong> the NRC 2007 Goals and Objectives. Each <strong>of</strong> these key goals<br />
and their action items that are addressed by the Recycling Program are listed below.<br />
Goal 4: Identify ways to improve air quality and reduce greenhouse gas emissions.<br />
Action Item E: Study and recommend ways to reduce the <strong>City</strong>’s contribution to the problem <strong>of</strong> global<br />
warming.<br />
Goal 7: Promote regional environmental resource planning to preserve our natural resources.<br />
Action Item B: Integrate actions for other goals into regional approach for resource planning (e.g., water<br />
supply, air quality, and natural habitat).<br />
Action Item B: Monitor potential impacts to natural resources, including open space from development.<br />
Goal 8: Recognize individual, business, and community actions to improve natural resources stewardship.<br />
Action Item A: Encourage <strong>City</strong> to develop outreach to residents and commercial customers for<br />
education on pollution load reduction.<br />
Goal 9: Promote public involvement, increase community education and awareness, and identify topics <strong>of</strong><br />
interest related to natural resource issues and energy efficiency.<br />
Action Item A: Hold public forums on specific subjects <strong>of</strong> significant interest a minimum <strong>of</strong> two times<br />
each year.<br />
Action Item B: Develop public outreach program similar to National Water Quality Day.<br />
Action Item C: Study and promote economic benefits <strong>of</strong> Davis environmental stewardship.<br />
7.1.4 Davis Climate Action <strong>Plan</strong><br />
DRAFT<br />
The 20<strong>10</strong> <strong>City</strong> <strong>of</strong> Davis Climate Action Adaptation <strong>Plan</strong> listed an item to “Adopt zero-waste goal for Davis and<br />
begin planning process.” The <strong>City</strong> adopted a zero waste resolution in December 2011 (see Appendix I). <strong>Waste</strong><br />
Reduction Objective 1 <strong>of</strong> the Action and Adaptation <strong>Plan</strong> is to reduce total solid waste generated by <strong>10</strong>% and<br />
Objective 2 is to recover 75% <strong>of</strong> all waste generated. See Appendix I for the CAAP pages related to solid waste<br />
and recycling.<br />
7.1.5 Yolo County Climate Action <strong>Plan</strong><br />
The Unincorporated Yolo County Greenhouse Gas Emissions Inventory <strong>of</strong> the Yolo County Climate Action<br />
<strong>Plan</strong> lists solid waste as comprising 0.3% <strong>of</strong> the 1990 Historic Inventory. This number increased to 1.1% in the<br />
2008 Base-Year Inventory. The Climate Action <strong>Plan</strong> outlines 3 action items for solid waste:<br />
