5 DWR Contract<br />

The <strong>City</strong> has an exclusive franchise agreement with a local private hauler, DWR. DWR collects trash,<br />

recyclables, yard materials, and performs street sweeping within the city limits. The updated contract with<br />

DWR was signed in 2013 (see Appendix B)]. The previous contract term was a twelve-year agreement which<br />

would have expired in 2017. The Public Works Department is responsible for managing the solid waste<br />

contract (see Appendix B for the current contract with DWR), meeting the state’s long range recycling goals,<br />

setting solid waste utility rates, meeting solid waste related regulations, developing and implementing <strong>City</strong> solid<br />

waste policies, and planning for the future .<br />

The <strong>City</strong> is currently negotiating a new contract with DWR. Amending or executing a new agreement to extend<br />

the contract term will facilitate DWR’s ability to arrange for long-term financing to replace its current diesel<br />

powered fleet with compressed natural gas technology. Switching to alternative fuels is consistent with the<br />

recommendation in the 2015 Objective 3 <strong>of</strong> the <strong>City</strong>’s Climate Action <strong>Plan</strong> which will reduce future greenhouse<br />

gas emissions. Some items being considered in the new contract include an increased diversion requirement,<br />

flexibility for a long term composting solution, flexibility for rate issues (single-family can sizes), flexibility for<br />

capital investments (e.g. DWR fleet replacement), and enhanced drop-<strong>of</strong>f options.<br />

5.1<br />

Collection and Street Sweeping<br />

A discussion <strong>of</strong> the current collection and street sweeping services is listed below. Davis Municipal Code,<br />

Chapter 32 which contains the governing text for waste and recycling services is listed in Appendix A.<br />

5.1.1 Curbside Service Levels and Schedule<br />

The figures below show the current curbside pick-up and street sweeping schedules.<br />
