7.2.<strong>10</strong> Rate Adjustments<br />
There will be a need for solid waste rate adjustments in the future, whether to keep up with landfill tipping fee<br />
increases, DWR contract increases or as part <strong>of</strong> a new solid waste program coming online. These rate<br />
adjustments will follow the required Prop 218 process, (see section 8.3.3 below).<br />
8 Solid <strong>Waste</strong> Rates and Funding<br />
8.1<br />
Existing Conditions<br />
8.1.1 Past and Current Rates, and Rate Structure<br />
All properties within the <strong>City</strong> are required to subscribe to solid waste collection and handling services provided<br />
by DWR. The franchise agreement with DWR establishes rates for solid waste services, which are passed on to<br />
property owners within the city. In addition, the <strong>City</strong> utilizes the solid waste rates to cover administrative and<br />
operational costs for its sanitary and refuse services, including its recycling program, and to maintain the State<br />
mandated per capita disposal target.<br />
On average, the <strong>City</strong> collects about $9 million per year for the solid waste fund with the expenditure breakdown<br />
as follows:<br />
- 85% to DWR for garbage, yard material and recycling services<br />
- 7% to DWR for street sweeping service<br />
- 4% for billing and other inter-<strong>City</strong> department costs<br />
- 4% for <strong>City</strong>’s solid waste program (materials, outreach and staff time).<br />

Solid waste rate increases cover the increasing cost <strong>of</strong> garbage, recycling and yard material collection, and street<br />
sweeping service.<br />
See Appendix O for a comparison <strong>of</strong> solid waste rates for single-family garbage service in Davis and other<br />
jurisdictions.<br />
As shown below, over the past 16 years, solid waste rates have averaged a 2.23% yearly increase. However, as<br />
the data also shows, this has not been a regular steady increase, but rather a fluctuating series <strong>of</strong> increases.<br />
