The <strong>City</strong> did ask for permission to use CalRecycle grant funds to print these shopping lists. While the <strong>City</strong>’s<br />
grant manager was impressed by the idea and commended the <strong>City</strong> for its originality, permission was not<br />
granted as the shopping list did not meet the requirements for grant expenditures (see section 8.1.4 on grants).<br />
The <strong>City</strong> printed these in June 2012 using printing and outreach funds remaining at the end <strong>of</strong> the fiscal year.<br />
These funds may not be available in subsequent years.<br />
All these outreach activities require funds for which the Recycling Program does not have grant money and<br />
would have to be budgeted for out <strong>of</strong> the Recycling Program fund.<br />
9.2.2 Deconstruction<br />
The <strong>City</strong> <strong>of</strong> Davis actively promotes the recycling <strong>of</strong> construction and demolition materials through its C&D<br />
ordinance (see section 7.6). Another option for dealing with demolition waste is deconstruction.<br />
Each year, as many as <strong>10</strong>0,000 residential buildings are demolished in the United States. This represents more<br />
than 8 million tons <strong>of</strong> wood, plaster and drywall, metals, masonry, and other building materials, much <strong>of</strong> which<br />
end up in local landfills.<br />
Typically, when a building is taken down, heavy equipment is used in demolition. All parts <strong>of</strong> the structure are<br />
reduced into rubble, wood, masonry, metals, and other materials. These materials may be sent to a C&D sorting<br />
facility, where the materials are recycled. Most C&D facilities can recycle 50% or more <strong>of</strong> “mixed C&D<br />
waste,” but the materials are typically “down-cycled” and converted into new materials or products <strong>of</strong> lesser<br />
quality and reduced functionality. Lumber is <strong>of</strong>ten ground up for mulch or composting; concrete, rock and<br />
brick are crushed for use as fill, etc.<br />
Deconstruction is the selective dismantling <strong>of</strong> materials from buildings before, or instead <strong>of</strong>, demolition.<br />
Through deconstruction, materials may be salvaged for reuse or recycling. Some salvaged materials, such as<br />
wood flooring, ornate trim, bricks, electrical and plumbing fixtures, may retain to up to 75% <strong>of</strong> the items’<br />
original value.<br />
CalRecycle supports deconstruction and is working with contractors, engineers, architects, and local<br />
governments to encourage this method.<br />
DRAFT<br />
The <strong>City</strong> has been approached by a local branch <strong>of</strong> a non-pr<strong>of</strong>it group that <strong>of</strong>fers deconstruction services.<br />
A deconstruction program may be implemented without a significant cost expense, but staff time will be<br />
required to investigate all aspects <strong>of</strong> such a program (permits required, certifications, requirements and outreach<br />
implantation).<br />
Several options are available for the <strong>City</strong> in regards to setting up a deconstruction program:<br />
Create a deconstruction webpage on DavisRecycling.org<br />
o List local contractors that <strong>of</strong>fer deconstruction services<br />
o List step-by-step process <strong>of</strong> a deconstruction project<br />
Create a flier on deconstruction, post online and have copies available at the Community Development<br />
and Sustainability Department front counter for people when they come for building permits.<br />

Update the C&D ordinance to include deconstruction options.<br />
