The current contract with Davis <strong>Waste</strong> Removal is built around landfill disposal fees and annual Consumer<br />
Price Index adjustments (transportation costs). On average, the <strong>City</strong> increases payments to DWR 2-3%<br />
annually, but in the past have not implemented regular rate increases to the customer (see table 8-1). This<br />
policy <strong>of</strong> non-uniform rate increases is not sustainable.<br />
A regular yearly increase <strong>of</strong> 2-3% to the customer is more in sync with the contract and reflects real world<br />
costs. At present, the <strong>City</strong> does not have a reserve policy or plan for the solid waste fund. This is not a fiscally<br />
responsible way <strong>of</strong> dealing with such a major utility. It is important to establish priorities, policy and reserve<br />
requirements for the different financial requirements <strong>of</strong> the solid waste fund. It is recommended that the <strong>City</strong><br />
develop a solid waste fund reserve policy that will be discussed as part <strong>of</strong> the June 2013 rate discussion for the<br />
2013-2014 rate adjustments.<br />
