The debate abaut imposing or extending the range of<br />

economic sanctions on South Africa' needs to be placed Lirst in<br />

the context of the likelihood of achieving the objectives desired<br />

and, second, in relation to other, alternative methods of achieving<br />

thase objectives. In the case of externally imposd sanctions<br />

against South Africa, the ultimate objective is to move the<br />

country forward to the establishment of a free democratic society.<br />

In relation to the means chosen, the first question to raise is<br />

whether and to what extent South Africa is vulnerable to<br />

sanctions taken by other countries which will, either M y or<br />

indirectly, affect the countrJ7s economic ~ ~ cBriefly, e the .<br />

answers are that Seuth Africa is extremely vulnerable to a range<br />

of sanctions which, as a whole, have already had a major impact<br />

on the prospeck for economic growth through adversely<br />
