Does not meet Criteria 3: “Comparability over<br />

time. Are there other indicators better suited for<br />

comparability over time?”<br />

(Rationale: This concept can be measured<br />

through indicators relating to trust and are best<br />

measured at the local community level, rather<br />

than a plan area scale that will generalize over<br />

the plan area).<br />

Does not meet Criteria 9: “Is the indicator<br />

sensitive to changes in the outcome, but<br />

relatively unaffected by other changes?”<br />

(Rationale: Doesn’t account for Band<br />

members who live off reserve who take<br />

training. In that case, the training doesn’t<br />

directly affect the community).<br />

Criteria 8: “Is the desirable direction of the<br />

indicator obvious (up or down)?”<br />

(Rationale: An increase in adult basic<br />

education could be considered either a positive<br />

or negative indicator for education. If the<br />

number of students enrolled in adult basic<br />

education increases, it could mean that fewer<br />

are graduating from high school).<br />

Informal sources of income Does not meet Criteria 7: “Where there are no<br />

existing data available at the appropriate scale<br />

and boundary overlap is a problem, is primary<br />

data collection logistically possible and<br />

affordable to measure this indicator? and<br />

Criteria 3: Comparability over time. Are there<br />

other indicators better suited for comparability<br />

over time?”<br />

(Rationale: Difficult and expensive to measure.<br />

Would require individual interviews or surveys<br />

to community members to inventory informal<br />

sources of income. Reliability of results could<br />

be questionable (under-<strong>report</strong>ing).<br />
