from Liberals, to New Democrats, to Conservatives and back to Liberals over<br />

this 14-year period. <strong>The</strong>se <strong>in</strong>clude centralization <strong>of</strong> fi nances and governance, the<br />

adoption <strong>of</strong> common results-oriented standards <strong>for</strong> teach<strong>in</strong>g and learn<strong>in</strong>g, <strong>in</strong>creased<br />

regulation <strong>of</strong> teach<strong>in</strong>g as a pr<strong>of</strong>ession, <strong>in</strong>creased accountability <strong>for</strong> the quality <strong>of</strong><br />

student per<strong>for</strong>mance through systems <strong>of</strong> standardized test<strong>in</strong>g, and attention to school<br />

safety. Notwithstand<strong>in</strong>g the consistency <strong>in</strong> these trends, different governments have<br />

not necessarily taken the same approach to policy development and implementation.<br />

<strong>The</strong>se differences <strong>in</strong> approach are most clearly evident <strong>in</strong> the shifts that occurred<br />

follow<strong>in</strong>g the ascension <strong>of</strong> the Liberals after seven years <strong>of</strong> majority Conservative<br />

rule. <strong>The</strong> Conservative government emphasized the reduction and rationalization<br />

<strong>of</strong> education expenditures, <strong>in</strong>creased government control over teachers’ work<strong>in</strong>g<br />

conditions and compensation, and quality control through <strong>in</strong>creased accountability<br />

<strong>for</strong> local spend<strong>in</strong>g and student learn<strong>in</strong>g outcomes <strong>in</strong> relation to centrally prescribed<br />

goals and standards. Publicly this government conveyed little regard <strong>for</strong> the<br />

op<strong>in</strong>ions <strong>of</strong> teachers as to how to improve the education system, and <strong>in</strong>vested more<br />

<strong>in</strong> develop<strong>in</strong>g a prov<strong>in</strong>cial accountability system than <strong>in</strong> develop<strong>in</strong>g the pr<strong>of</strong>essional<br />

and material capacity <strong>of</strong> local educators to meet the prov<strong>in</strong>cial expectations<br />

placed upon them. <strong>The</strong> signifi cant shift that began to take shape under the Liberal<br />

government was marked by a new will<strong>in</strong>gness <strong>of</strong> government authorities to enlist<br />

education pr<strong>of</strong>essionals <strong>in</strong> defi n<strong>in</strong>g problems that need to be addressed and identify<strong>in</strong>g<br />

solutions to those problems, to assume jo<strong>in</strong>t responsibility <strong>for</strong> student success, and<br />

to <strong>in</strong>vest signifi cantly <strong>in</strong> develop<strong>in</strong>g the capacity <strong>of</strong> education pr<strong>of</strong>essionals, schools<br />

and school districts to achieve prov<strong>in</strong>cially defi ned goals.<br />
