standardized test<strong>in</strong>g regime, much <strong>of</strong> which was released <strong>in</strong>to the public doma<strong>in</strong><br />

with little contextual or historical <strong>in</strong><strong>for</strong>mation to support its <strong>in</strong>terpretation.<br />

Predictably, the publication <strong>of</strong> standardized assessment results has garnered<br />

public attention. In early 2003 the Department released results from its most recent<br />

Grade 5 mathematics assessment, generat<strong>in</strong>g popular concern about per<strong>for</strong>mance<br />

<strong>of</strong> the prov<strong>in</strong>ce’s mathematics programm<strong>in</strong>g. Recently, the Department has voiced<br />

concerns about achievement results <strong>in</strong> national and <strong>in</strong>ternational tests, particularly<br />

<strong>in</strong> literacy and mathematics, and has subsequently focused specifi c attention <strong>of</strong> what<br />

it is call<strong>in</strong>g “basics”. 6 In May <strong>of</strong> 2002, Education M<strong>in</strong>ister Jane Purvis released a<br />

new set <strong>of</strong> educational <strong>in</strong>itiatives (Nova Scotia, 2002d), apparently <strong>in</strong> response<br />

to Nova Scotia’s per<strong>for</strong>mance on national and <strong>in</strong>ternational standardized test<strong>in</strong>g,<br />

establish<strong>in</strong>g her M<strong>in</strong>istry’s <strong>in</strong>tention to address the prov<strong>in</strong>ce’s per<strong>for</strong>mance with<br />

back-to-basics mathematics literacy <strong>in</strong>itiatives and assessment <strong>in</strong>struments.<br />

Other new <strong>in</strong>itiatives <strong>in</strong>clude a series <strong>of</strong> literacy programs that began <strong>in</strong> 1999<br />

at the early elementary level, and are be<strong>in</strong>g worked through the system several<br />

grade levels at a time along with ongo<strong>in</strong>g math program development. This<br />

br<strong>in</strong>gs the prov<strong>in</strong>ce’s curriculum <strong>in</strong>to l<strong>in</strong>e with the National Council <strong>of</strong> Teachers<br />

<strong>of</strong> Mathematics (NCTM) standards, a back-to-basics <strong>in</strong>itiative that mandates<br />

compulsory time allotments <strong>for</strong> literacy and numeracy <strong>in</strong> elementary schools, a<br />

standardized report card, physical activity and healthy eat<strong>in</strong>g programs, a preprimary<br />

program, and lower elementary school class size caps. <strong>The</strong>se programs<br />

represent an elaboration <strong>of</strong> the curriculum direction set by the APEF documents<br />

dat<strong>in</strong>g from the mid-1990s.<br />

<strong>The</strong> adm<strong>in</strong>istration and report<strong>in</strong>g <strong>of</strong> standardized tests has rema<strong>in</strong>ed<br />

problematic. For <strong>in</strong>stance, Pr<strong>in</strong>ce Edward Island has refused to participate <strong>in</strong><br />

APEF standardized exam<strong>in</strong>ations, preferr<strong>in</strong>g <strong>in</strong>stead to develop its own assessment<br />

regime. Nova Scotia is follow<strong>in</strong>g the lead <strong>of</strong> several other prov<strong>in</strong>ces publish<strong>in</strong>g<br />

league tables <strong>of</strong> school per<strong>for</strong>mance. Both high school and elementary results are<br />

now be<strong>in</strong>g published on a school-by-school basis. For example, the Department’s<br />

Grade 6 literacy assessment <strong>in</strong>strument (fi rst adm<strong>in</strong>istered <strong>in</strong> October 2003) has<br />

replaced earlier qualitative language arts program assessment <strong>in</strong>struments. <strong>The</strong> new<br />

assessment established <strong>in</strong>dividual, school, and school board level literacy scores.<br />

<strong>The</strong> Department claimed it would make every attempt to be sensitive about how<br />

the data from these tests were used, but then proceeded to release raw scores to the<br />

media on a school-by-school basis. S<strong>in</strong>ce many <strong>of</strong> Nova Scotia’s elementary schools<br />

are very small, it is quite possible to identify <strong>in</strong>dividuals from these results. This<br />

Grade 6 assessment will lead to a similarly structured high-stakes Grade 9 literacy<br />

assessment that students will be required to pass <strong>in</strong> order to receive a full high school<br />

completion certifi cate. In 2005, the government announced that it would be expand<strong>in</strong>g<br />

its literacy test<strong>in</strong>g downward to Grade 3 (Nova Scotia Government, 2005).<br />

L<strong>in</strong>ked to concerns about student per<strong>for</strong>mance are concerns about teacher<br />

accountability, teacher pr<strong>of</strong>essional development and teacher certifi cation,<br />

tra<strong>in</strong><strong>in</strong>g and retention. Beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> 1992, the Department <strong>in</strong>itiated a mandatory<br />

recertifi cation scheme, which, accord<strong>in</strong>g to an NSTU source, was closely wedded<br />

to the model adopted <strong>in</strong> Ontario. Recertifi cation was said to be an important part <strong>of</strong><br />

the MacLelland government’s attempt to override contract protection and teacher<br />
