although pr<strong>in</strong>cipals and assistant pr<strong>in</strong>cipals would rema<strong>in</strong> ATA members. Separate,<br />

parallel organizations <strong>for</strong> pr<strong>in</strong>cipals and assistant pr<strong>in</strong>cipals have been <strong>in</strong>troduced<br />

<strong>in</strong> Ontario and British Columbia, with mixed results. <strong>The</strong> ATA has expressed grave<br />

concerns regard<strong>in</strong>g the anticipated changes to collective barga<strong>in</strong><strong>in</strong>g, particularly<br />

as there would be new limitations on which issues would be considered <strong>in</strong> the<br />

collective barga<strong>in</strong><strong>in</strong>g process. At the same time, pr<strong>of</strong>essional responsibilities <strong>of</strong><br />

teachers are expected to be <strong>in</strong>creased. (Note: by mid-2004, the majority <strong>of</strong> these<br />

n<strong>in</strong>e recommendations had been either supported or rejected.)<br />

Conclusion<br />

Over the last decade, a political-economic imperative has dom<strong>in</strong>ated the<br />

<strong>for</strong>mulation <strong>of</strong> government educational policy. <strong>The</strong> Kle<strong>in</strong> government led the way<br />

<strong>in</strong> Canada, as they were the fi rst to promote a New Right agenda. Alberta provided<br />

a model fi rst <strong>for</strong> Ontario, and more recently <strong>for</strong> BC. Accountability has been the<br />

key term driv<strong>in</strong>g the development <strong>of</strong> educational policy from the start. <strong>The</strong> titles<br />

<strong>of</strong> key documents – Measur<strong>in</strong>g Up (1993), Three-Year Bus<strong>in</strong>ess Plan (1994),<br />

and Accountability <strong>in</strong> Education (1995) – leave no doubt as to the importance <strong>of</strong><br />

mak<strong>in</strong>g education accountable. As <strong>in</strong> BC, the other key words driv<strong>in</strong>g policy are<br />

choice and fl exibility. <strong>The</strong> Alberta government has also stressed from the start<br />

a commitment to openness and public access. <strong>The</strong> stra<strong>in</strong>s between the Alberta<br />

government and the ATA are very similar to those between the BC government<br />

and the BCTF. <strong>The</strong> Alberta government does not sympathise with pr<strong>of</strong>essional<br />

ideals that emphasize teacher autonomy. Changes to the collective barga<strong>in</strong><strong>in</strong>g<br />

process and the membership <strong>of</strong> pr<strong>in</strong>cipals and assistant pr<strong>in</strong>cipals <strong>in</strong> the ATA<br />

<strong>in</strong>voke the acknowledgement <strong>of</strong> the relationship between pr<strong>of</strong>essionalism and<br />

labour relations.<br />

Alberta. ASBA represents all public, separate and francophone school boards.<br />

4 <strong>The</strong> Alberta Home and School Councils’ Association (AHSCA) was established<br />

<strong>in</strong> 1929 as the Alberta Home and School Federation. <strong>The</strong>ir name changed <strong>in</strong><br />

1991. AHSCA represents over 170,000 parents and community supporters.<br />

Members work through local school councils and are active <strong>in</strong> lobby<strong>in</strong>g the<br />
