Grades 1 to 12 follow the program. Each teacher <strong>of</strong> the core subjects received an<br />

APEF document <strong>in</strong>clud<strong>in</strong>g the EGLs, curriculum outcomes <strong>for</strong> that subject area,<br />

and the correspond<strong>in</strong>g outcomes at key stages (Grades 3, 6, 9, and 12). Details are<br />

also <strong>in</strong>cluded <strong>for</strong> teachers work<strong>in</strong>g at the various levels <strong>of</strong> school<strong>in</strong>g. <strong>The</strong> common<br />

core curriculum guides <strong>in</strong>clude suggestions <strong>for</strong> classroom assessment strategies.<br />

<strong>The</strong> assessment program measures the outcomes <strong>of</strong> the curriculum and, <strong>in</strong>directly,<br />

the acquisition <strong>of</strong> the EGLs.<br />

How has <strong>in</strong>ter-prov<strong>in</strong>cial cooperative curriculum development <strong>in</strong> Atlantic<br />

Canada been received? In PEI, the teachers’ view is generally positive (personal<br />

communication, PEITF 2005), as evidenced by the Workload Study conducted<br />

by the University <strong>of</strong> PEI (UPEI), quoted below. Accord<strong>in</strong>g to one PEI education<br />

<strong>of</strong>fi cial, the prov<strong>in</strong>cial government (rather than the prov<strong>in</strong>ce’s three school boards)<br />

takes most responsibility <strong>for</strong> curriculum matters <strong>in</strong> PEI. <strong>The</strong> Department aims<br />

to allow <strong>for</strong> a certa<strong>in</strong> amount <strong>of</strong> teacher <strong>in</strong>itiative, while support<strong>in</strong>g them with<br />

enough materials to adequately deliver the curriculum (personal communication,<br />

I. Arsenault, Dept. <strong>of</strong> Ed. June 30, 2004). <strong>The</strong> PEITF is satisfi ed that curriculum is<br />

developed on a collaborative basis on the island — the Department, the boards, the<br />

PEITF and its members, and as well the UPEI are all <strong>in</strong>volved.<br />

In March <strong>of</strong> 2004, after meet<strong>in</strong>g with her counterparts from the three other<br />

Atlantic Prov<strong>in</strong>ces, PEI M<strong>in</strong>ister <strong>of</strong> Education Mildred Dover proudly announced<br />

the creation <strong>of</strong> the Council <strong>of</strong> Atlantic M<strong>in</strong>isters <strong>of</strong> Education and Tra<strong>in</strong><strong>in</strong>g<br />

(CAMET). In a press release, the M<strong>in</strong>ister stated that the council “will promote<br />

regional cooperation <strong>in</strong> all areas <strong>of</strong> education and tra<strong>in</strong><strong>in</strong>g and will replace the<br />

Atlantic Prov<strong>in</strong>ces Education Foundation (APEF)” (Gov. <strong>of</strong> PEI, Dept. <strong>of</strong> Ed.<br />

2004d).<br />

CAMET also <strong>in</strong>tends to play a key role <strong>in</strong> establish<strong>in</strong>g jo<strong>in</strong>t positions on national<br />

education issues and on matters perta<strong>in</strong><strong>in</strong>g to federal government <strong>in</strong>volvement and<br />

fund<strong>in</strong>g. M<strong>in</strong>isters recognize that CAMET will provide them with an opportunity<br />

to advise the Council <strong>of</strong> Atlantic Premiers (CAP) on education and tra<strong>in</strong><strong>in</strong>g matters<br />

<strong>of</strong> mutual <strong>in</strong>terest. M<strong>in</strong>isters <strong>of</strong> Education and Tra<strong>in</strong><strong>in</strong>g have identifi ed three major<br />

areas <strong>of</strong> cooperation necessary <strong>for</strong> the support <strong>of</strong> learn<strong>in</strong>g <strong>in</strong> Atlantic Canada.<br />

<strong>The</strong>se <strong>in</strong>clude improv<strong>in</strong>g student achievement; program implementation support<br />

to assist teachers with curriculum delivery and help students with their learn<strong>in</strong>g;<br />

and, postsecondary education (Gov. <strong>of</strong> PEI, Dept. <strong>of</strong> Ed. 2004d). PEI Education has<br />

jo<strong>in</strong>ed other Atlantic jurisdictions <strong>in</strong> adopt<strong>in</strong>g the key terms <strong>of</strong> collective educational<br />

improvement: cooperation, effi ciency, and added value. Prov<strong>in</strong>cial educational<br />

policy <strong>in</strong> PEI has assumed a broader direction as it is now more specifi cally l<strong>in</strong>ked<br />

with tra<strong>in</strong><strong>in</strong>g; this new direction is <strong>in</strong> turn <strong>in</strong>evitably l<strong>in</strong>ked to concerns surround<strong>in</strong>g<br />

employment read<strong>in</strong>ess and federal fund<strong>in</strong>g opportunities.<br />

Per<strong>for</strong>mance Indicators: National and International Test<strong>in</strong>g Programs<br />

As <strong>in</strong>dicated <strong>in</strong> the <strong>in</strong>troduction, PEI students regularly participate <strong>in</strong> national<br />

test<strong>in</strong>g programs, and the Department <strong>of</strong> Education uses the results <strong>of</strong> these tests<br />

to evaluate academic per<strong>for</strong>mance. Government statements are <strong>of</strong>ten worded <strong>in</strong><br />

such a way as to reassure parents and the general population that island school<strong>in</strong>g<br />
