The lack of properly functioning markets is a barrier to<br />
the integration of wind power. Barriers include the low<br />
level of market access for small and distributed wind<br />
power generators and the lack of information about<br />
spot market prices in alternative neighbouring markets<br />
during the allocation of cross-border capacity. In<br />
order for a power market to be truly competitive, sufficient<br />
transmission capacity is required between the<br />
market regions.<br />
Further market integration and the establishment of<br />
intra-day markets for balancing and cross border trade<br />
are of key importance for power market efficiency in <strong>Europe</strong><br />
when integrating large amounts of wind power. In<br />
this way, the market will respond more adequately to the<br />
characteristic properties of wind energy.<br />

The adoption of the third Liberalisation Package in<br />
2009 is a very important step towards <strong>Europe</strong>an market<br />
reform, encouraging much more competition and<br />
a higher uptake of renewables. One especially useful<br />
element of the Package is its clear list of tasks at<br />
<strong>Europe</strong>an level for TSOs and energy. Creating network<br />
codes in consultation with the market stakeholders<br />
should help establish market rules that put variable<br />
renewables and wind power on a level playing field<br />
with other forms of generation.<br />
The <strong>Europe</strong>an Commission has decided, along with<br />
the <strong>Europe</strong>an energy regulators and other stakeholders,<br />
to develop a target model and roadmap for the<br />
integration of electricity markets. The outcome of<br />
this work shall directly feed into a future framework<br />
<strong>Powering</strong> <strong>Europe</strong>: wind energy and the electricity grid<br />
