Department <strong>of</strong> Defense Agency Financial Report for FY <strong>2012</strong><br />

covenants restrict the Department’s use and disposal <strong>of</strong> real property (land and buildings)<br />

located outside the United States.<br />

The Department does not have the acquisition value for all General PP&E and uses several<br />

cost methodologies to provide General PP&E values for <strong>financial</strong> statement <strong>report</strong>ing<br />

purposes. The discovery and validation phases are identifying adjustments to values<br />

resulting in current <strong>year</strong> gains/losses.<br />

Other consists <strong>of</strong> assets awaiting disposition.<br />

Heritage Assets and Stewardship Land<br />

The Department’s policy is to preserve its heritage assets, which are items <strong>of</strong> historical,<br />

cultural, educational, or artistic importance.<br />

The mission <strong>of</strong> the Department is to provide the military forces necessary to deter war and<br />

protect the security <strong>of</strong> the United States. In that mission, the Department, with minor<br />

exceptions, uses most <strong>of</strong> the buildings and stewardship land in its daily activities and<br />

includes the buildings on the Balance Sheet as multi-use heritage assets (capitalized and<br />

depreciated).<br />

Differences in the heritage assets and stewardship land quantities from the FY 2011 ending<br />

to the FY <strong>2012</strong> beginning unit counts resulted from efforts to improve quality <strong>of</strong> <strong>report</strong>ed<br />

data.<br />

Heritage assets within the Department consist <strong>of</strong> buildings and structures, archeological<br />

sites, and museum collections. The Department defines these as follows:<br />

• Buildings and Structures. Buildings and structures that are listed, or eligible for listing,<br />

on the National Register <strong>of</strong> Historic Places, including Multi-Use Heritage Assets.<br />

• Archeological Sites. Sites that have been identified, evaluated, and determined to be<br />

eligible for or are listed on the National Register <strong>of</strong> Historic Places in accordance with<br />

Section 110 National Historic Preservation Act.<br />

• Museum Collection Items. Items which are unique for one or more <strong>of</strong> the following<br />

reasons: historical or natural significance; cultural, educational, or artistic importance;<br />

or significant technical or architectural characteristics.<br />

The Department is unable to identify all quantities <strong>of</strong> heritage assets and stewardship land<br />

added through donation or devise in FY <strong>2012</strong> due to limitations <strong>of</strong> the Department’s <strong>financial</strong><br />

and non<strong>financial</strong> management processes and systems that feed the <strong>financial</strong> statements.<br />
