The FCRA also provides permanent indefinite appropriations to fund loan defaults with the<br />

Federal Financing Bank in the Foreign Military Loan Liquidating Account.<br />

The Appropriations on the SBR does not agree with the Appropriations Received on the<br />

Statement <strong>of</strong> Changes in Net Position. The difference <strong>of</strong> $1.7 billion is due to the FMS Trust<br />

Fund contract authority not being <strong>report</strong>ed as Appropriations Received on the Statement <strong>of</strong><br />

Changes in Net Position.<br />

Legal limitations and time restriction on the use <strong>of</strong> unobligated appropriation balances are<br />

provided under Public Law.<br />

The Status <strong>of</strong> Budgetary Resources Apportioned line <strong>of</strong> the Budgetary SBR includes an<br />

abnormal balance that is the result <strong>of</strong> a trial balance submitted from the Military service.<br />

United States Standard General Ledger (USSGL) 4510 has a large abnormal that is <strong>of</strong>fset by<br />

the same amount in USSGL 4610. The Service’s system systemically make this posting to<br />

reverse funding to keep the trial balance and reconciliation in line.<br />

The Fiscal Year (FY) 2011 Borrowing Authority (discretionary and mandatory) on the<br />

NonBudgetary SBR contains an abnormal balance due to an adjustment in Borrowing<br />

Authority and Undelivered Orders to Military Debt Reduction Financing Account and Foreign<br />

Military Financing Direct Loan Financing Account as required by the Office <strong>of</strong> Management<br />

and Budget.<br />
