Finally, a lack <strong>of</strong> centralized management <strong>of</strong> nuclear command and control<br />

modernization and configuration hinders effectiveness. Some systems lack a program<br />

<strong>of</strong>fice, some nuclear command and control networks depend on funding from multiple<br />

commands within a service or multiple services. Synchronization between these<br />

separate organizations with separate priorities must coordinate on a plan to ensure<br />

programs remains on track. A single authoritative <strong>of</strong>fice with responsibility for<br />

configuration control would help alleviate this difficulty.<br />

Department Response<br />

The Department continues to make significant progress in improving the nuclear<br />

enterprise. Specifically, new strategic plans and self-assessments, such as the <strong>2012</strong> Air<br />

Force Strategic Plan and the Navy’s first-ever Navy Nuclear Weapons Comprehensive<br />

Biennial Self-Assessment, are providing measurable oversight. While much work<br />

remains, including valuable recommendations provided by oversight <strong>report</strong>s and<br />

independent assessments, the Department continues to work with other Federal<br />

agencies, such as the Department <strong>of</strong> State and the Department <strong>of</strong> Energy, to provide<br />

responsible but innovative solutions through sustainment and modernization programs<br />

while still maintaining efficacy <strong>of</strong> the regimen put in place. The robust efforts <strong>of</strong> the<br />

Department and its inter<strong>agency</strong> partners support a safe, secure, and effective nuclear<br />

deterrent.<br />
