Department <strong>of</strong> Defense Agency Financial Report for FY <strong>2012</strong><br />

Military Retirement and Other Federal Employment Benefits consists <strong>of</strong> various employee<br />

actuarial liabilities not due and payable during the current <strong>fiscal</strong> <strong>year</strong>. These liabilities<br />

primarily consist <strong>of</strong> $1.1 trillion in pension liabilities and $656.3 billion in health benefit<br />

liabilities. Refer to Note 17, Military Retirement and Other Federal Employment Benefits, for<br />

additional details and disclosures.<br />

Accounts Payable include amounts owed to Federal and non-Federal entities for goods and<br />

services received by the Department. The Department’s systems do not track<br />

intragovernmental transactions by customer at the transaction level. Buyer-side accounts<br />

payable are adjusted to agree with inter<strong>agency</strong> seller-side accounts receivable. Accounts<br />

Payable was adjusted by reclassifying amounts between Federal and non-Federal accounts<br />

payable, accruing additional accounts payable and expenses, and applying both supported<br />

and unsupported undistributed disbursements at the <strong>report</strong>ing entity level.<br />

Abnormal Balance<br />

Non-Federal Payables, interest, penalties, and administrative fees, includes an abnormal<br />

balance <strong>of</strong> $6.2 million in USSGL account 2140 (Accrued Interest Payable). This is primarily<br />

due to an improper posting <strong>of</strong> accounting transactions.<br />
