Department <strong>of</strong> Defense Agency Financial Report for FY <strong>2012</strong><br />

Management-identified weaknesses are determined by assessing internal controls, as<br />

required by the FMFIA, the Federal Financial Management Improvement Act (FFMIA), and<br />

OMB Circular No. A-123, and fall into one <strong>of</strong> the following three categories:<br />

1. FMFIA Section 2, Financial Reporting Material Weaknesses (see Table 1a).<br />

2. FMFIA Section 2, Operations Material Weaknesses (see Table 1b).<br />

3. FMFIA Section 4, Financial System Nonconformance Weaknesses (see Table 1c).<br />

FEDERAL MANAGERS’ FINANCIAL INTEGRITY ACT (FMFIA)<br />

1. FMFIA Section 2, Financial Reporting Material Weaknesses. Under the oversight <strong>of</strong><br />

the DoD Financial Improvement Audit Readiness (FIAR) Governance Board, discussed in the<br />

Department’s FIAR Plan Status Report, DoD’s assessment <strong>of</strong> its <strong>financial</strong> <strong>report</strong>ing identified<br />

the areas <strong>of</strong> material weakness listed in Table 1a. The table includes a column, entitled “Ref<br />

Table 2,” that crosswalks the manager-identified areas <strong>of</strong> material weakness to similar areas<br />

<strong>of</strong> weakness identified by the DoD IG in Table 2.<br />

Table 1a lists the DoD’s manager-identified 18 categories <strong>of</strong> material weaknesses in the<br />

Department’s Internal Control over Financial Reporting. There were no new weaknesses<br />

identified in FY <strong>2012</strong>.<br />
