Department <strong>of</strong> Defense Agency Financial Report for FY <strong>2012</strong><br />

is determined to be more effective, economical, or efficient to do so. Each <strong>of</strong> the 17 Defense<br />

Agencies and 10 DoD Field Activities operate under the authority, direction, and control <strong>of</strong><br />

the Secretary <strong>of</strong> Defense, through an OSD PSA or the Chairman <strong>of</strong> the Joint Chiefs <strong>of</strong> Staff.<br />

• Seven Defense Agencies are designated as Combat Support Agencies<br />

with joint oversight by the Chairman <strong>of</strong> the Joint Chiefs <strong>of</strong> Staff<br />

The Commanders <strong>of</strong> the Combatant Commands are responsible to the President and the<br />

Secretary <strong>of</strong> Defense for accomplishing the military missions assigned to them and shall<br />

exercise command authority over assigned forces as directed by the Secretary <strong>of</strong> Defense.<br />

The operational chain <strong>of</strong> command runs from the President to the Secretary <strong>of</strong> Defense to<br />

the Commanders <strong>of</strong> the Combatant Commands. The Chairman <strong>of</strong> the Joint Chiefs <strong>of</strong> Staff<br />

functions within the chain <strong>of</strong> command by transmitting the orders <strong>of</strong> the President or the<br />

Secretary <strong>of</strong> Defense to the Commanders <strong>of</strong> the Combatant Commands.<br />

The U.S. Special Operations Command (USSOCOM) is a Combatant Command with unique<br />

functions, responsibilities, and authorities. These unique functions, responsibilities, and<br />

authorities are similar to a number <strong>of</strong> authorities exercised by the Military Departments and<br />

Defense Agencies and include programming, budgeting, acquisition, training, organizing,<br />

equipping, and providing special operations forces (SOF), and developing SOF strategy,<br />

doctrine, tactics, and procedures. The USSOCOM is reliant upon the Services for common<br />

support and base operating support.<br />
