Department <strong>of</strong> Defense Agency Financial Report for FY <strong>2012</strong><br />

carriers. After considerable research and input from the DCMA Contingency Contract<br />

Administration Services (CCAS) Operations Team, deployed personnel, and DCMA<br />

Kuwait Operations personnel, the CSC developed, coordinated and posted the “Freedom<br />

Flight Policy” which directs all DCMA CCAS personnel to use Military Air transport for<br />

CCAS missions entering deployment and redeployment. Travel vouchers are certified<br />

and verified by CSC personnel ensuring Freedom Flights are utilized as required. In the<br />

first <strong>year</strong> since the inception <strong>of</strong> the Freedom Flight Policy, the Agency had an estimated<br />

$1 million in savings. The CSC continues to leverage the use <strong>of</strong> these non-commercial<br />

flights to achieve <strong>fiscal</strong> stewardship and cost savings within the Agency.<br />

• Mobile Aircraft Fire Trainers (Force Readiness). Air Force firefighters are required to<br />

complete two live aircraft training exercises and a crew-based, issue-focused training<br />

event each <strong>year</strong>. The Air Force entered into a contract to obtain a five-<strong>year</strong> operational<br />

lease that provides two Mobile Aircraft Fire Trainers (MAFT) to serve four installations.<br />

The MAFT allows each installation to conduct crew-based pr<strong>of</strong>iciency training on an asneeded<br />

basis, ensuring firefighters maintain mandatory certification training and that the<br />

installation airfield meets annual Federal Aviation Administration certification criteria.<br />

Air Force firefighters train with civilian firefighters from five locations to remove simulated victims<br />

from a burning aircraft on Francis S. Gabreski Air National Guard Base in Westhampton, New<br />

York. The airmen are assigned to the 106th Civil Engineering Squadron. Kellogg University<br />

provided the mock aircraft, which burned with propane at an estimated 1,200 degrees.<br />
