Department <strong>of</strong> Defense Agency Financial Report for FY <strong>2012</strong><br />

Less progress has been made in conversion to the Integrated Disability Evaluation System<br />

(IDES), which was completed in FY 2011 and is now used for all Service member disability<br />

evaluation processing. In this area, all Military Services <strong>report</strong> staffing shortages and<br />

information technology challenges. Mitigation measures include additional staff and actions<br />

to streamline medical and physical evaluation boards.<br />

While the Services continue to meet their end strength goals for both Active and Reserve<br />

components, managing the deployment tempo remains a challenge (Strategic<br />

Objective 4.2-2P). In FY <strong>2012</strong>, the Army made significant progress from 86 percent at the<br />

end <strong>of</strong> FY 2011 to 90 percent at the end <strong>of</strong> third quarter <strong>of</strong> FY <strong>2012</strong> for time deployed and<br />

time at home. In addition, the Department met its quarterly goal for civilian hiring for the<br />

first three quarters <strong>of</strong> FY <strong>2012</strong> and is on track to meet the annual, Federal-wide timeliness<br />

goal <strong>of</strong> 80 days for external hires. The use <strong>of</strong> USA Staffing has improved the Department’s<br />

hiring timeliness and enabled human resource pr<strong>of</strong>essionals to manage the end-to-end<br />

process more effectively.<br />
