Department of Defense Agency Financial Report for FY 2012 Military Retirement and Other Federal Employment Benefits consists of various employee actuarial liabilities not due and payable during the current fiscal year. These liabilities primarily consist of $1.1 trillion in pension liabilities and $656.3 billion in health benefit liabilities. Buyer-side accounts payable are adjusted to agree with interagency seller-side accounts receivable. Accounts Payable was adjusted by reclassifying amounts between Federal and non-Federal accounts payable, accruing additional accounts payable and expenses, and applying both supported and unsupported undistributed disbursements at the reporting entity level. Abnormal Balance Non-Federal Payables, interest, penalties, and administrative fees, includes an abnormal balance of $6.2 million in USSGL account 2140 (Accrued Interest Payable). The Department borrows funds for the Military Housing Privatization Initiative and the Washington Aqueduct Capital Improvements Project. The Department must pay the debt on direct loans if borrowers (e.g. county or city governments, or housing builders) default. For loan guarantees, the Department must pay the amount of outstanding principal guaranteed. NOTE 14.
