10 Collaboration structure The proto-collaboration pursuing <strong>the</strong> <strong>GEM</strong> upgrade project <strong>for</strong> <strong>CMS</strong> described here constituted itself during <strong>the</strong> <strong>CMS</strong> week in March 2011 as <strong>the</strong> “<strong>GEM</strong> Collaboration (<strong>GEM</strong>s <strong>for</strong> <strong>CMS</strong>)”. We <strong>an</strong>ticipate that <strong>the</strong> collaboration will rename itself simply as <strong>CMS</strong> <strong>GEM</strong> Collaboration (in <strong>an</strong>alogy to <strong>the</strong> <strong>CMS</strong> DT, RPC, <strong>an</strong>d EMU collaborations) if this technical proposal is accepted <strong>an</strong>d <strong>the</strong> project moves <strong>for</strong>ward. This international proto-collaboration currently comprises 20 institutions <strong>an</strong>d ≈ 120 collaborators with 19 <strong>of</strong> <strong>the</strong> 20 institutions full <strong>CMS</strong> institutions <strong>an</strong>d one associated institution. Ten additional <strong>CMS</strong> institutions have signaled <strong>the</strong>ir interest in joining <strong>the</strong> collaboration by signing this technical proposal. Li An interim m<strong>an</strong>agement board was <strong>for</strong>med at <strong>the</strong> time <strong>of</strong> constitution that comprises <strong>the</strong> interim project m<strong>an</strong>ager, Arch<strong>an</strong>a Sharma (CERN), <strong>an</strong>d her interim deputy, Michael Tytgat (Gent), <strong>an</strong>d <strong>the</strong> interim chair <strong>of</strong> <strong>the</strong> collaboration board (Marcus Hohlm<strong>an</strong>n, Florida Tech). Duccio Abb<strong>an</strong>eo (CERN) served as interim deputy chair <strong>of</strong> <strong>the</strong> collaboration in 2011, but c<strong>an</strong>not continue due to o<strong>the</strong>r obligations at CERN. A new interim deputy chair is to be named by <strong>the</strong> proto-collaboration in early 2012. Technical working groups on detector issues <strong>an</strong>d s<strong>of</strong>tware issues were <strong>for</strong>med that report to <strong>the</strong> project m<strong>an</strong>agers. Fin<strong>an</strong>cial issues related to production <strong>an</strong>d testing <strong>of</strong> prototypes are being overseen by a resource m<strong>an</strong>ager. A Publications <strong>an</strong>d Conference Board coordinates review <strong>an</strong>d submission <strong>of</strong> abstracts <strong>an</strong>d proceedings to relev<strong>an</strong>t conferences via <strong>the</strong> <strong>CMS</strong> CINCO system. In 2011, <strong>the</strong> collaboration contributed presentations to eight international conferences <strong>an</strong>d published six proceedings papers. Project m<strong>an</strong>agers, resource m<strong>an</strong>ager, <strong>an</strong>d Publication & Conferences Board report to <strong>the</strong> institution board. 5) For this document <strong>the</strong> author list has been broadened to include collaborators who support <strong>the</strong> proposal <strong>an</strong>d may join <strong>the</strong> project in future, while <strong>the</strong> structure <strong>an</strong>d size <strong>of</strong> <strong>the</strong> collaboration that has carried out <strong>the</strong> feasibility studies so far is described here. 77
