Finally, financing and financial intermediaries have<br />
matured with <strong>the</strong> market, and increasingly provide a<br />
variety <strong>of</strong> financing, from grant-based assistance <strong>to</strong> start<br />
<strong>the</strong> market, <strong>to</strong> patient capital with sec<strong>to</strong>r expertise, <strong>to</strong><br />
links with broader capital and carbon markets. However,<br />
financing is still a significant bottleneck <strong>for</strong> energy<br />
entrepreneurs. Subsidies in some <strong>for</strong>m were necessary<br />
<strong>to</strong> launch almost all energy enterprises targeting lowincome<br />
people, even those with a self-sustaining marketbased<br />
operating model. Fur<strong>the</strong>r creative financing<br />
solutions are needed which are tailored <strong>to</strong> <strong>the</strong> high risk,<br />
expensive early stages <strong>of</strong> energy enterprises.<br />
From <strong>the</strong>se solutions a pattern <strong>of</strong> innovation emerges.<br />
<strong>Energy</strong> entrepreneurs move from grant-based funding <strong>to</strong><br />
commercial viability over time, in recognition <strong>of</strong> <strong>the</strong> fact<br />
that building a new market takes more time and ef<strong>for</strong>t than<br />
one enterprise can recoup. In <strong>the</strong>ir working model, energy<br />
entrepreneurs <strong>of</strong>ten employ hybrid strategies that combine<br />
<strong>the</strong> resources <strong>of</strong> <strong>the</strong> citizen sec<strong>to</strong>r and <strong>the</strong> business sec<strong>to</strong>r.<br />
For example, early SHS entrepreneurs each have 15 years<br />
experience working with rural communities. Citizen sec<strong>to</strong>r<br />
partners move in<strong>to</strong> new roles in designing, marketing and<br />
distributing clean energy solutions, and in doing so<br />
streng<strong>the</strong>n <strong>the</strong> economic viability and social impact <strong>of</strong><br />
energy enterprises.<br />
This report should be a call <strong>to</strong> action <strong>for</strong> local<br />
and multinational companies, financial institutions,<br />
entrepreneurs and governments. From solar home<br />
systems in Ethiopia <strong>to</strong> cooks<strong>to</strong>ves in India <strong>to</strong> grid<br />
connections in Colombian slums, market-based<br />
solutions have delivered safe, af<strong>for</strong>dable energy <strong>to</strong><br />
satisfied cus<strong>to</strong>mers.<br />
The final section <strong>of</strong> <strong>the</strong> report <strong>of</strong>fers recommendations<br />
