The picture most people know <strong>of</strong> slums is shacks,<br />
open drains, crowded lanes, and tangles <strong>of</strong> wires on<br />
teetering poles. Utilities have grown resigned <strong>to</strong> sizeable<br />
non-technical losses, and s<strong>to</strong>len power drives up <strong>the</strong><br />
The challenges <strong>of</strong> grid connections in slums are<br />
many. As with any business that serves low-income<br />
people, slum grid connections face low purchasing<br />
power and complexity <strong>of</strong> collecting payments. In<br />
addition, residents <strong>of</strong>ten have no property title, which is<br />
a common pre-requisite <strong>for</strong> installing a connection or<br />
en<strong>for</strong>cing a bill. There are illegal intermediaries who<br />
make money reselling in slums. Finally, it requires a<br />
mentality shift from thinking <strong>of</strong> poor people as a source<br />
<strong>of</strong> loss <strong>to</strong> thinking <strong>of</strong> <strong>the</strong>m as cus<strong>to</strong>mers.<br />
Over <strong>the</strong> past 10 years, more hopeful s<strong>to</strong>ries have<br />
emerged. Enterprises in Khar<strong>to</strong>um, Casablanca, Buenos<br />
Aires, or Bogotá have connected poor residents <strong>to</strong> gas and<br />
price that <strong>for</strong>mal cus<strong>to</strong>mers pay. Slum residents live<br />
with dangerous connections, and most people receive<br />
unreliable energy at a higher price per unit than more<br />
wealthy cus<strong>to</strong>mers.<br />
