PovERty REDuCtIoN<br />
Both the Low-Income Households and Rural<br />
Basic Infrastructure NKRAs were commended<br />
on their efforts in reducing poverty in <strong>Malaysia</strong>,<br />
particularly due to their inclusive nature and<br />
ability to reach out to non-urban rakyat. The<br />
1AZAM programmes are commendable initiatives<br />
to move more poor out <strong>of</strong> MOFP (move out from<br />
poverty) status. The IPR Panel reserved special<br />
praise for the 21st Century Village Programme,<br />
which is to be undertaken by the RBI NKRA in<br />
<strong>GTP</strong> <strong>2.0</strong>.<br />
“We commend the efforts on including RBI<br />
to a broad range <strong>of</strong> communities,” Thatcher<br />
said. “The near elimination <strong>of</strong> extreme poverty<br />
in the country is very commendable. We were<br />
particularly drawn to the 21st CV programme as<br />
something which will allow today’s youth to have<br />
all the basic services and needs met in their<br />
villages without having to migrate into urban<br />
centres.”<br />
Other areas that were encouraging to the<br />
IPR Panel included the financial empowerment<br />
initiatives that were implemented to raise the<br />
average income <strong>of</strong> rural rakyat. The IPR Panel<br />
nonetheless advised the Government to take a<br />
more holistic approach with respect to poverty<br />
reduction.<br />
“We would caution however there<br />
needs to be a holistic approach to combat<br />
poverty,” Thatcher said. “[To look at] what the<br />
role <strong>of</strong> subsidies are, cash transfers, and how<br />
to target and condition them as well as looking<br />
at safety nets.”<br />
RESPONdING TO IPR 2011<br />
The findings <strong>of</strong> the IPR Panel are taken into consideration in<br />
implementing <strong>of</strong> the <strong>GTP</strong>’s initiatives in the coming year. Some <strong>of</strong><br />
the NKRAs which received specific feedback from the 2011 IPR<br />
Panel have documented how the suggestions from the previous<br />
year were adopted.<br />
<strong>Malaysia</strong>'s education standards<br />
should be improved to international<br />
benchmarks such as those set by PISA<br />
and TIMMS. This should be one <strong>of</strong> the<br />
key targets in either the <strong>GTP</strong> or ETP.<br />

better be integrated. The aspirations<br />
<strong>of</strong> the <strong>GTP</strong> and ETP should be brought<br />
together to facilitate long-term<br />
planning and sustainability.<br />
