The year 2012 has been a<br />
banner year for the UPT NKRA<br />
with the public transport<br />
infrastructure put in place<br />
two years ago yielding<br />
visible results. The extensive<br />
infrastructure we have laid<br />
down has increased public<br />
transport ridership to 334,598<br />
persons during peak hours in<br />
2012 from the baseline number<br />
<strong>of</strong> 226,184 in 2010.<br />
Despite our best efforts, we did not meet the<br />
25% public transport modal share1 for 2012,<br />
partly due to the large preference for and rapid<br />
growth <strong>of</strong> private vehicle use. However, the target<br />
remains an aspiration for the Improving Urban<br />
Public Transport NKRA as it is still very relevant<br />
towards realising our main goal <strong>of</strong> reducing<br />
traffic congestion in KL.<br />
We believe that we had a good start and are<br />
on the right track. For one, <strong>GTP</strong> 1.0 addressed<br />
the problem <strong>of</strong> congestion by introducing 35<br />
four-car train sets for the Kelana Jaya LRT line in<br />
2011, increasing the daily passenger capacity by<br />
4.3% to 226,602 passengers from 217,084 in the<br />
previous year. As a result, there was an increase<br />
<strong>of</strong> 10.4 million commuters in 2012, or 18%,<br />
compared with 2010.<br />
Despite our best efforts, we did not meet<br />
the 25% public transport modal share 1 for<br />
2012 partly due to the large preference for<br />
and rapid growth <strong>of</strong> private vehicle use.<br />
In terms <strong>of</strong> the KTM Komuter service, the four<br />
six-car train sets started operations in March<br />
2012 and eased the morning rush by increasing<br />
ridership by an additional 10,000 persons daily.<br />
These accomplishments are especially meaningful<br />
since rail usage presently contributes about 40%<br />
<strong>of</strong> the daily public transport ridership.<br />
<strong>GTP</strong> 1.0 also saw the upgrading <strong>of</strong> 1,116 bus<br />
stops while the installation <strong>of</strong> 272 new bus stops<br />
in 2012 is currently underway within Greater KL.<br />
Meanwhile, the 35 year-old iconic landmark <strong>of</strong><br />
Puduraya Terminal, now renamed Pudu Sentral,<br />
has been massively refurbished and transformed<br />
into an inter-urban use bus terminal.<br />
Apart from the refurbishments, 470 RapidKL<br />
buses were also introduced in 2012 to increase<br />
the frequency <strong>of</strong> buses in the Klang Valley,<br />
resulting in 4.04 million more passenger traffic<br />
compared to the preceding year. We have also<br />
acknowledged that the best transport systems in<br />
the world are those which are the most integrated.<br />

Public transport modal share refers to the percentage <strong>of</strong> commuters that<br />
use public transport to travel within the city, as well as in and out <strong>of</strong> the city,<br />
against the percentage <strong>of</strong> commuters that use private vehicles.<br />
With this in mind, <strong>GTP</strong> <strong>2.0</strong> contains a number<br />
<strong>of</strong> initiatives that will better integrate existing<br />
facilities including the LRT, Monorail and the<br />
up-and-coming MRT.<br />
Despite current congestion in the greater<br />
Kuala Lumpur area, and expectations <strong>of</strong> an<br />
increased population <strong>of</strong> 10 million people in<br />
eight years time, the use <strong>of</strong> private vehicles<br />
continues to increase.<br />
We need to work closely with all stakeholders<br />
and create awareness among the rakyat to<br />
get greater public participation. It will not be<br />
easy, especially given how hard we know it is<br />
to convince the public to make the switch from<br />
private to public transport, but we are hopeful<br />
that we will succeed.<br />
Raising the modal share <strong>of</strong> UPT to 25% from<br />
12% remains a tall order, but the public can<br />
expect a build-up <strong>of</strong> momentum on the many<br />
initiatives we have already put in place to achieve<br />
this goal.<br />
