GtP 1.0 aChIEvEmENts<br />
Despite decades <strong>of</strong> effort by the Government to raise the<br />
quality <strong>of</strong> life <strong>of</strong> all <strong>Malaysia</strong>ns to acceptable levels, rural<br />
<strong>Malaysia</strong>ns continued to do without basic amenities such as<br />
quality roads, clean water and access to reliable electricity.<br />
Rural rakyat have been clamouring for better access to<br />
modern infrastructure, and the RBI NKRA has marshalled all its<br />
resources and efforts in response to these needs.<br />
The RBI NKRA delivered significant outcomes in the<br />
implementation <strong>of</strong> their initiatives in <strong>GTP</strong> 1.0, although<br />
unforeseen circumstances meant it did not meet all <strong>of</strong> its<br />
targets. As a result <strong>of</strong> its initiatives, the NKRA achieved the<br />
following targets for each <strong>of</strong> its main areas:<br />
Achievement (2010-2012)<br />
• Built 3,349.6km (111% <strong>of</strong> target)<br />
• 98.6% <strong>of</strong> Peninsular <strong>Malaysia</strong>’s rural population<br />
• 88.7% <strong>of</strong> Sabah’s rural population<br />
• 82.7% <strong>of</strong> Sarawak’s rural population<br />
• Affects 1.47 million households<br />
• Connected 297,067 homes to clean or treated water (90% <strong>of</strong> target)<br />
• 99% <strong>of</strong> Peninsular <strong>Malaysia</strong>’s rural population<br />
• 87% <strong>of</strong> Sabah’s rural population<br />
• 86% <strong>of</strong> Sarawak’s rural population<br />
• Affects 1.4 million households<br />
• Connected 95,300 homes to reliable electricity (104% <strong>of</strong> target)<br />
• 99.8% <strong>of</strong> Peninsular <strong>Malaysia</strong>’s rural population<br />
• 88.7% <strong>of</strong> Sabah’s rural population<br />
• 82.7% <strong>of</strong> Sarawak’s rural population<br />
• Affects 476,500 households<br />
• Built 53,376 homes (132% <strong>of</strong> target)<br />
• Affects 266,880 households<br />
Although construction <strong>of</strong> basic infrastructure will continue<br />
under <strong>GTP</strong> <strong>2.0</strong>, the first phase <strong>of</strong> the transformation<br />
programme also laid down an important foundation enabling<br />
the RBI NKRA to focus on rural economic development beyond<br />
infrastructure considerations alone.<br />
From this standpoint, <strong>GTP</strong> <strong>2.0</strong> continues the work from the<br />
previous three years to enhance the changes implemented in<br />
rural <strong>Malaysia</strong>.<br />

2012 ovERvIEW<br />
As 2012 was the last year in the first horizon <strong>of</strong> the <strong>GTP</strong>, the<br />
RBI NKRA pushed its partners hard to meet its targets and<br />
fulfil its commitments to the rural rakyat. By any measure, the<br />
NKRA’s accomplishments were commendable.<br />
