The disparity between the number <strong>of</strong> arrests<br />
and the number <strong>of</strong> number <strong>of</strong> arrests brought<br />
before a court <strong>of</strong> law can be further reduced.<br />
A number <strong>of</strong> factors contribute to the lack <strong>of</strong><br />
trials, primarily a shortage in policing resources<br />
including investigating <strong>of</strong>ficers and forensic teams<br />
to properly investigate criminal incidents. While<br />
this problem is a key focus <strong>of</strong> <strong>GTP</strong> <strong>2.0</strong>, efforts have<br />
already been made in 2012 to help alleviate this<br />
problem.<br />
The PDRM have started to outfit their <strong>of</strong>ficers<br />
with Mobile Card Acceptance Devices (MCADs),<br />
which help <strong>of</strong>ficers with their investigations by<br />
connecting them with a centralised database.<br />
This database contains information on stolen<br />
vehicles and parts, as well as other important<br />
forensic data.<br />

REDUCING INDEx CRIME<br />
Despite the successes <strong>of</strong> the CRI NKRA’s <strong>GTP</strong> 1.0<br />
initiatives, it has become evident that more work<br />
needs to be done to win the support <strong>of</strong> the rakyat.<br />
The NKRA recognises that it is a fundamental right<br />
<strong>of</strong> all <strong>Malaysia</strong>ns to feel safe in their own homes,<br />
and thus greater emphasis will be placed on making<br />
communities more secure.<br />
<strong>GTP</strong> <strong>2.0</strong> will see the enhancement <strong>of</strong> successful <strong>GTP</strong> 1.0 initiatives as<br />
well as the introduction <strong>of</strong> new ones that will see greater improvements<br />
to policing services. The CRI NKRA’s overarching philosophy in <strong>GTP</strong> <strong>2.0</strong><br />
is the transformation <strong>of</strong> the <strong>Malaysia</strong>n PDRM into an intelligence-based<br />
intelligence-based police force as opposed to one based upon sectorbased<br />
policing.<br />
Another key change in NKRA’s approach to reducing crime is to increase<br />
its focus on preventing house break-ins. The decline in street crime has seen<br />
a corresponding increase in the number <strong>of</strong> house break-ins, suggesting that<br />
criminals may be changing their patterns. The greater number <strong>of</strong> initiatives<br />
tailored to increase community awareness and policing efforts, including the<br />
motorcycle patrol unit (unit rondaan bermotosikal), are designed to reduce<br />
such incidences.<br />
The CRI NKRA <strong>GTP</strong> <strong>2.0</strong> programmes are divided into four main areas as<br />
detailed in the table below:<br />
