<strong>GTP</strong> <strong>2.0</strong>: Enhancing Change<br />

With 2020 less than a decade away, <strong>GTP</strong> <strong>2.0</strong> represents<br />

the next critical leg in the journey towards a developed,<br />

high-income <strong>Malaysia</strong>. <strong>GTP</strong> 1.0 has accomplished much<br />

in the last three years; the momentum <strong>of</strong> change it has<br />

generated must be sustained at the same high levels for<br />

the remainder <strong>of</strong> the <strong>GTP</strong>.<br />

Meanwhile, the <strong>GTP</strong> remains<br />

committed to the People First<br />

philosophy, and thus recognises<br />

that more can be done to help the<br />

rakyat in all aspects <strong>of</strong> their lives.<br />

The rakyat continues<br />

to demand more from the <strong>GTP</strong>,<br />

and the Government wants to<br />

reassure the rakyat that the change<br />

they seek will come.<br />

Much <strong>of</strong> the first phase <strong>of</strong> the<br />

<strong>GTP</strong> has taken place behind the<br />

scenes, since it was always tailored<br />

to put in place the foundations for<br />

later development. The next three<br />

years will see greater achievements<br />

and tangible deliveries that bring to<br />

fruition all the work that has been<br />

done so far.<br />

The last three years have<br />

yielded important lessons for the<br />

NKRA teams going forward, as well<br />

as important data directly related<br />

to the implementation <strong>of</strong> initiatives.<br />

Though the overall goal <strong>of</strong> <strong>GTP</strong><br />

<strong>2.0</strong> is aligned with the overall<br />

transformation plan, the next three<br />

years will see special emphasis<br />

placed on the following areas:<br />

Plugging gaps within NKRAs<br />

and refining delivery methods.<br />

Making enhancements to<br />

existing initiatives.<br />

Focusing initiatives on broader<br />

cross-sections <strong>of</strong> society.<br />

Soliciting greater involvement<br />

from non-governmental<br />

organisations and the<br />

private sector.<br />

The Government recognises that the rakyat<br />

is eager for greater and more visible change<br />

over the next three years, and the <strong>GTP</strong><br />

promises to deliver these results.<br />

These priority areas are geared<br />

towards reforming the structure<br />

<strong>of</strong> Government, which continues<br />

to be the primary focus <strong>of</strong> <strong>GTP</strong><br />

<strong>2.0</strong>. NKRAs will implement both<br />

short- and long-term initiatives<br />

to further enhance Government<br />

results, efficiency, and<br />

accountability.<br />

In summary, the objective<br />

here is to enhance the work<br />

already begun in <strong>GTP</strong> 1.0 while<br />

staying true to the ‘People First,<br />

Performance Now’ pillars <strong>of</strong> the<br />

1<strong>Malaysia</strong> project. The seven NKRAs<br />

will continue to anchor the brunt<br />

<strong>of</strong> the <strong>GTP</strong> work, but there will also<br />

be a shift in direction to better<br />

align their efforts with other<br />

Government blueprints such as<br />

the New Economic Model, 10th<br />

<strong>Malaysia</strong> Plan and the <strong>Malaysia</strong><br />

Education Blueprint.<br />

<strong>GTP</strong> <strong>2.0</strong> also aims to garner greater<br />

support from the public. According<br />

to two surveys conducted by the<br />

<strong>Malaysia</strong>n Institute <strong>of</strong> Integrity (IIM)<br />

and Frost & Sullivan, public support<br />

<strong>of</strong> <strong>GTP</strong> was ranked at 7.2 and 7.4<br />

respectively (out <strong>of</strong> 10). Though<br />

these numbers are encouraging, the<br />

Government believes they could be<br />

higher and is committed to seeing<br />

them increase over the next 36<br />

months.<br />

The Government recognises that<br />

the rakyat are eager for greater and<br />

more visible change over the next<br />

three years, and the <strong>GTP</strong> promises to<br />

deliver those results. In some ways,<br />

these promises will be self-fulfilling,<br />

as much <strong>of</strong> the groundwork<br />

established in <strong>GTP</strong> 1.0 will start<br />

bearing fruit over the next three<br />

years, and will translate directly<br />

into tangible results for the rakyat.<br />
