watching brief for Regional Cities and Corridors’<br />
Public Transport Initiatives<br />
As most <strong>of</strong> the UPT NKRA’s initiatives are focused on Kuala Lumpur<br />
and the Greater Klang Valley, a mechanism to monitor UPT in other<br />
areas including the economic corridors is necessary. The results <strong>of</strong> this<br />
brief will be integrated into the Land Transport Department’s regional<br />
masterplan.<br />
Greater Kl Business Revitalisation and Car-Free Zone<br />
The goal <strong>of</strong> this enabler is to enhance the attractiveness <strong>of</strong> Greater KL<br />
by discouraging the use <strong>of</strong> private vehicles. The revitalisation <strong>of</strong> the<br />
city centre is also expected to help encourage the public to spend<br />
more time out <strong>of</strong> their cars and in the city.<br />
The UPT NKRA aims to continue to enhance and<br />
deliver changes building on the successes and<br />
achievements <strong>of</strong> <strong>GTP</strong> 1.0. The focus will again be<br />
placed on the modes <strong>of</strong> public transport, but the<br />
aim is to place greater focus on specific areas.<br />
Accordingly, the aspirations <strong>of</strong> <strong>GTP</strong> <strong>2.0</strong> for UPT<br />
NKRA are divided into five workstreams:<br />

The introduction <strong>of</strong> the five workstreams allows<br />
the UPT NKRA to take a more crystallised<br />
approach in dealing with each individual section<br />
as they all have been assigned their own specific<br />
key performance indicators (KPIs).<br />
For example, the rail workstream will see<br />
specific initiatives implemented to further boost<br />
the reliability and capacity <strong>of</strong> the rail network<br />
through exercises such as track rehabilitation<br />
and the upgrading <strong>of</strong> the KTM’s power network.<br />
These initiatives will be carried out in response<br />
to complaints <strong>of</strong> unreliability and regular<br />
breakdowns in the system.<br />

Travel Demand<br />
Management<br />
The introduction <strong>of</strong> the five workstreams<br />
allows the UPT NKRA to take a more crystallised<br />
approach in dealing with each individual section<br />
as they all have been assigned their own<br />
specific key performance indicators (KPIs).<br />
Busy LRT lines will also be expanded<br />
and extended to allow for greater<br />
accessibility, and will complement<br />
the introduction <strong>of</strong> the Klang Valley<br />
Mass Rapid Transit System being<br />
developed under the Economic<br />
Transformation Programme.<br />
The extension <strong>of</strong> the Kelana<br />
Jaya and Ampang LRT lines, which is<br />
expected to be completed in 2015,<br />
will see the current daily peak<br />
morning capacities <strong>of</strong> both lines<br />
increased by 100,000 commuters.<br />
The KL Monorail capacity will also<br />
be expanded in <strong>GTP</strong> <strong>2.0</strong> under the<br />
Urban Rail Development Plan <strong>of</strong> the<br />
Land Public Transport Master Plan<br />
drafted by SPAD.<br />
The bus and taxi services will<br />
receive similar treatment as the<br />
UPT NKRA strives to improve the<br />
region’s public transport network.<br />
This is in line with the overall<br />
<strong>GTP</strong> programme <strong>of</strong> development,<br />
which has identified <strong>GTP</strong> <strong>2.0</strong> as the<br />
phase in which the initial changes<br />
introduced in <strong>GTP</strong> 1.0 are intensified<br />
throughout the system.<br />
For instance, there will be the<br />
introduction <strong>of</strong> Inter-Urban Transport<br />
Terminals (IUTT), city-bus service<br />
within the central business district,<br />
and reorganising the stage bus and<br />
feeder bus network. These efforts are<br />
aimed to increase UPT ridership to<br />
750,000 daily by 2015.<br />
The taxi workstream is <strong>of</strong> particular<br />
interest after weaknesses in the<br />
administration <strong>of</strong> the system came<br />
to a head in 2012. Taxi drivers<br />
publicly voiced their displeasure<br />
with the present system that leaves<br />
some economically disadvantaged.<br />
The UPT NKRA is committed to<br />
responding to these concerns and<br />
improving the working standards<br />
for the taxi driver community.<br />
The initiatives under this work<br />
stream include the implementation<br />
<strong>of</strong> a Centralised Taxi Service System<br />
(CTSS) to enhance the enforcement<br />
and monitoring capabilities <strong>of</strong><br />
industry regulators and operators<br />
<strong>of</strong> taxi fleets. There will also be<br />
introduced <strong>of</strong> a new taxi business<br />
model that will help taxi drivers<br />
with their vehicle maintenance<br />
and financing packages.<br />
Meanwhile, the UPT enabling<br />
projects will include a review <strong>of</strong><br />
public transport fares in the<br />
Greater Kuala Lumpur/Klang Valley,<br />
the setting up <strong>of</strong> a bus driver’s<br />
academy, the establishment <strong>of</strong> a<br />
joint enforcement task force to<br />
monitor the UPT system, a watching<br />
brief for public transport initiatives<br />
elsewhere in the country and the<br />
introduction <strong>of</strong> car-free zones.<br />
