saFE CIty PRoGRammE (sCP)<br />

The kernel <strong>of</strong> the SCP is designed to minimise opportunities for crime in<br />

participating cities by the employment <strong>of</strong> several strategies including<br />

“Crime Prevention Through Environmental Design” (CPTED) principles. SCP is<br />

a co-operative effort between the PDRM, local municipal councils and other<br />

Government agencies that works at improving safety and security through<br />

design elements. Meanwhile, the CRI NKRA has taken further steps such as<br />

posting telephone numbers for district police stations to assist the public<br />

report crime more easily.<br />

Geographic Information<br />

System (GIS) Mapping<br />

Recipient <strong>of</strong> two international awards the Special Achievement in<br />

GIS from ESRI and the Future City <strong>of</strong> The Year award from FutureGOV.<br />

Other highlights <strong>of</strong> the SCP include the integration <strong>of</strong> crime data from<br />

the Police Reporting System with the Safe City Monitoring System (SCMS).<br />

The integration <strong>of</strong> the data helps the PDRM better respond to emergencies<br />

as well as drive collaborative efforts to reduce crime. Through the web-based<br />

SCMS, local authorities and law enforcement agencies are able to assess<br />

criminal trends and adopt the appropriate response.<br />

The SCMS has been internationally recognised. In July 2012, SCMS<br />

won the Special Achievement in GIS Award from the Environmental System<br />

Research Institute (ESRI) in San Diego. The SCMS impressed the judges over<br />

100,000 other competitors to win the award. The SCP also won the “Future<br />

City <strong>of</strong> The Year 2012” award at the FutureGov Summit held in Chiang Mai,<br />

Vietnam in October 2012. This recognition is strong endorsement <strong>of</strong> the<br />

programme and serves to encourage greater development in the future.<br />

The Reducing Crime NKRA is taking additional<br />

steps to reduce the number <strong>of</strong> house break-ins,<br />

and has introduced the PDRM’s Motorcycle Patrol<br />

Unit (Unit Rondaan Bermotosikal or URB),<br />

which works hand-in-hand with resident associations<br />

to identify crime-prone areas. The PDRM<br />

has already held discussions with 40 resident<br />

associations in Selangor, Kuala Lumpur, Negeri<br />

Sembilan and Johor.<br />

The URB aims to enhance community crime prevention<br />

efforts by supporting such initiatives<br />

with rapid police backup. It is also designed to<br />

increase greater engagement with community<br />

residents in order to build better relationships.<br />

The first phase <strong>of</strong> deployment saw 560 units put<br />

into service in December 2012, with a targeted<br />

goal <strong>of</strong> deploying 1,000 units in 2013.<br />

CommuNIty PolICING<br />

Efforts in community policing are directed at encouraging greater<br />

participation by the rakyat in collaborating with law enforcement <strong>of</strong>ficials<br />

to further reduce incidences <strong>of</strong> crime. Neighbourhood watches and patrols<br />

by the Rukun Tetangga have helped increase the visibility <strong>of</strong> patrols thus<br />

directly resulting in lower incidences <strong>of</strong> crime.<br />

Meanwhile, the CRI NKRA has also stepped up its efforts to engage the<br />

community through its United Against Crime (UAC) campaign, which seeks<br />

to foster greater community participation and awareness in several strategic<br />

groups. These include schools, resident associations, night markets (pasar<br />

malam), public parking lots and foreign embassies.<br />

The campaign has helped educate the public on improved security<br />

measures as well as procedures to follow in the case <strong>of</strong> an emergency.<br />

Increased use <strong>of</strong> social media and more regular media briefings have also<br />

helped convey the NKRA’s message to the public in a bid to cultivate a<br />

greater sense <strong>of</strong> security within the community.<br />

Another component <strong>of</strong> the UAC campaign is the deployment <strong>of</strong> CCTVs<br />

under the SafeCam initiative, which provides 24-hour monitoring <strong>of</strong><br />

crime-prone areas or hotspot areas. The PDRM SafeCam Partnership is a<br />

collaboration between the PDRM, the private sector and housing residents<br />

to jointly address the issue <strong>of</strong> crime. The PDRM Safecam Network will create<br />

the largest CCTV network across <strong>Malaysia</strong>, co-ordinated to the common end<br />

<strong>of</strong> monitoring, fighting and deterring crime. This initiative will be expanded<br />

and enhanced in <strong>GTP</strong> <strong>2.0</strong>.<br />
