Early childhood education is a critical component<br />

<strong>of</strong> a young student’s foundational development,<br />

and gives him/her a good start once in primary<br />

school. The impact <strong>of</strong> pre-school is welldocumented<br />

and reported in other publications, 3<br />

but the general conclusion <strong>of</strong> these findings<br />

agree that <strong>Malaysia</strong> needs to accelerate its<br />

pre-school enrolment rate.<br />

At the start <strong>of</strong> the <strong>GTP</strong> programme, a national<br />

survey showed that only 67% <strong>of</strong> children aged<br />

four to five were enrolled in pre-schools. This<br />

number has since improved to 80.5% in 2012,<br />

and the results <strong>of</strong> this higher enrolment should<br />

become more apparent now that the preschoolers<br />

are entering the primary<br />

education system.<br />

5 School Improvement Programme (SIP)<br />

In terms <strong>of</strong> specific actions, the EDU NKRA has<br />

increased the number <strong>of</strong> Government operated<br />

pre-school classes nationwide, particularly in<br />

remote locations. Through this initiative, some<br />

1,493 public pre-schools were opened in remote<br />

areas in 2012, bringing total number to 4,271<br />

over the course <strong>of</strong> <strong>GTP</strong> 1.0.<br />

There has also been greater collaboration<br />

with private sector partners to deliver preschools<br />

in collaboration with the Government.<br />

The last year saw 561 private pre-schools<br />

established under the programme, bringing the<br />

<strong>GTP</strong> 1.0 total to 2,370.<br />

To help promote the development <strong>of</strong><br />

private pre-schools, the Government has made<br />

RM10,000 grants available to help set<br />

up small to medium centres, especially in<br />

rural and urban poor areas. Some 356 private<br />

operators received the grant in 2012.<br />

Finally, the Ministry <strong>of</strong> Education (MoE) has<br />

taken additional steps to support enrolment<br />

by providing financial assistance to low-income<br />

groups to help <strong>of</strong>fset the cost <strong>of</strong> early education.<br />

This initiative will be continued and enhanced<br />

in <strong>GTP</strong> <strong>2.0</strong>.<br />
