GtP 1.0 aND 2012 aChIEvEmENts<br />

The COL NKRA took two approaches in<br />

accomplishing its goal <strong>of</strong> providing immediate<br />

relief to the rakyat. First, by providing immediate<br />

cash assistance to the rakyat that was worst<br />

affected by rising prices and second, by<br />

introducing Government-led programmes to<br />

manage prices <strong>of</strong> basic goods.<br />

Examples <strong>of</strong> direct cash assistance include<br />

the one-<strong>of</strong>f RM500 to households earning<br />

RM3,000 and below a month under the Bantuan<br />

Rakyat 1<strong>Malaysia</strong> (BR1M) programme.<br />

Underprivileged groups such as senior<br />

citizens, the disabled, single parents and<br />

widows <strong>of</strong> police and military personnel<br />

also received aid <strong>of</strong> between RM100 and<br />

RM450 under the Kebajikan Rakyat 1<strong>Malaysia</strong><br />

(KAR1SMA) programme. Meanwhile, students<br />

enrolled in Primary One to Form Five received<br />

RM100 in cash assistance, and students enrolled<br />

in tertiary institutions received a RM200 book<br />

voucher to help <strong>of</strong>fset the cost <strong>of</strong> education.<br />

I am a recipient <strong>of</strong> the BR1M programme. I know<br />

some poor people who could never dream <strong>of</strong> holding<br />

RM500 in cash in their hands. So it is good that the<br />

government helped them in that way. Even though it<br />

is a one-<strong>of</strong>f payment, they can use it to improve their<br />

lives in any manner, whether it is buying equipment<br />

to start a baking business or to help pay for their<br />

children’s education.<br />

Entrepreneur<br />

The Government led programmes in <strong>GTP</strong> 1.0 that were<br />

designed to ensure that basic necessities are kept affordable,<br />

including:<br />

Klinik 1<strong>Malaysia</strong><br />

Provides virtually cost-free medical care to the rakyat. As<br />

<strong>of</strong> 31st December 2012, a total <strong>of</strong> 168 clinics have been<br />

set up nationwide.<br />

Kedai Rakyat 1<strong>Malaysia</strong><br />

Government-initiated convenience stores <strong>of</strong>fering<br />

basic necessities at cheaper prices compared with<br />

regular grocery stores. Prices <strong>of</strong> 1<strong>Malaysia</strong> goods are<br />

generally 30% to 40% cheaper for comparable goods at<br />

conventional stores.<br />

Menu Rakyat 1<strong>Malaysia</strong><br />

The Government, in collaboration with private food<br />

operators, agreed on the standardization <strong>of</strong> the price <strong>of</strong><br />

meals for breakfast and lunch. Rates are standardised for<br />

breakfast and for lunch in Peninsular <strong>Malaysia</strong>, Sabah,<br />

Sarawak and Labuan.<br />

Kedai Kain 1<strong>Malaysia</strong><br />

Similar to Kedai Rakyat 1<strong>Malaysia</strong>, but <strong>of</strong>fers affordable<br />

clothing and textiles as opposed to groceries.<br />

Providing assistance to working class<br />

and underprivileged households<br />

The BR1M programme distributed a one-<strong>of</strong>f RM500 cash assistance to households<br />

earning RM3,000 and below monthly and this programme has been extended and<br />

enhanced to include unmarried rakyat in 2013.<br />

Underprivileged groups were also helped under the KAR1SMA programme,<br />

which distributed cash assistance ranging from RM100 to RM450 to recipients<br />

who included senior citizens, the disabled, single mothers and widows <strong>of</strong> police<br />

and military personnel. In 2012, RM1.4 billion was distributed under KAR1SMA.<br />

Reducing education costs<br />

In total, RM533 million was channelled to students through the Back To School<br />

programme, while an additional RM225 million <strong>of</strong> book vouchers were distributed<br />

to 1.13 million students enrolled in tertiary education institutions. In addition<br />

to the Back To School cash assistance and Baucar Buku 1<strong>Malaysia</strong> programmes,<br />

students were given an extra leg up after the Government abolished school fees<br />

for the first time in the country.<br />

The COL NKRA delivers solutions for rakyat whom<br />

are otherwise forced to endure a poor quality <strong>of</strong><br />

life. The COL NKRA has delivered a number <strong>of</strong><br />

notable outcomes over the past 12 months:<br />

Ensuring affordable goods and services<br />

2012 saw the continuation <strong>of</strong> key programmes that ensured basic goods and<br />

services such as food and healthcare remained affordable for every rakyat. Each<br />

programme exceeded its targeted key performance indicator (KPI) and played an<br />

important role in managing the rising cost <strong>of</strong> living.<br />

The COL NKRA also introduced Kedai Kain Rakyat 1<strong>Malaysia</strong> (KKR1M) in 2012<br />

with a target to set up seven outlets. A total <strong>of</strong> four outlets were set up by end<br />

2012, with the first shop in Hulu Langat, Selangor.<br />
